Supervisor Mirkarimi Proposes Legislation to Require Parks to Use Reclaimed Water
Supervisor Mirkarimi has introduced legislation that will require the Recreation and Park Department to maximize water efficiency and convert all irrigation systems on Rec and Park property to use reclaimed water by 2013. As a first step, the ordinance will direct Rec and Park to provide a schedule and budget for the conversion of irrigation systems to the Board of Supervisors by February 28, 2009. The ordinance will also require Rec and Park to install water meters at all City golf courses to ensure that the Department or the park operators pay for all water used on the courses.

Board of Supervisors Approves Resolution to Preserve the Bush Street-Cottage Row Historic District
Tucked between Bush, Sutter, Fillmore, and Webster Streets, Cottage Row is a quaint line of six 19th Century cottages. This brick lane is filled with tiny gardens, and there is a small City-maintained park at the walkway's entrance. Built in 1882, the cottages are listed in the National Register of Historic Places. This historic site is about to be transferred from Redevelopment jurisdiction, and it is currently the only designated historic district in the City which does not require a "Certificate of Appropriateness" for changes to structures. Certificates of Appropriateness ensure that any work performed is consistent with the historical nature of the site. This ordinance ensures the continued preservation of the Bush Street-Cottage Row Historic District when it is transferred from the Redevelopment Agency. The new law puts Cottage Row on par with other historic districts by requiring Certificates of Appropriateness for exterior changes and new additions. For more information on Cottage Row, see this webpage.

Join the Market and Octavia Community Advisory Committee
Do you live in the Market and Octavia area? Are you interested in the development of the area?

The Market and Octavia Neighborhood Plan is a comprehensive plan for the future of the general area along Market Street between Van Ness and Church and along Octavia Boulevard. It is the largest land use reform in the City in twenty years. It will create 6,000 new housing units (25% of which will be affordable) and implement a comprehensive infrastructure improvement plan including new open space, streetscape and transportation improvements.

Applications are being accepted to join the Market and Octavia Community Advisory Committee (CAC). All members of the CAC must live or work in the Market and Octavia area. (Click on the picture to the right for a larger version of the map.) There are 6 seats, designated as follows: one renter, one homeowner, one low-income resident, one local merchant, one representative of an established neighborhood group, and one member at large.

To find out more about the CAC, please see the following vacancy notice:

For more information about the Market and Octavia Plan, see the Planning Department's site.

Public Hearing on Proposed Ban on Alcohol Advertising on City Property
On Thursday, December 4th at 1 PM, the Board of Supervisors' City Operations and Neighborhood Services will hold a public hearing on Supervisor Mirkarimi's ordinance that would eliminate alcohol advertising on city property. This ordinance would primarily impact advertising on news racks, information kiosks, and bathrooms. Last year, alcohol ads were eliminated on Muni shelters in the City's new contract with Comcast. Despite this limitation on the contract, the City was still able to negotiate a substantial increase over the previous Muni advertising contract, which suggests that eliminating alcohol and tobacco advertising should not adversely impact City revenues. The legislation will not impact existing contracts, and it includes exemptions for restaurants and concert and sports venues on city property where the consumption of alcoholic beverages is allowed.

December 17th: Public Hearing on the SFPD Organizational Assessment Report
On Wednesday, December 17th at 6 pm, the Board of Supervisors' Public Safety Committee and the Police Commission will hold a joint meeting to review the comprehensive Organizational Assessment of the SFPD. We would like to thank those of you who attended one of the two recent community workshops on the organization assessment. Over one hundred members of the community came to the workshops to hear the draft recommendations and participate in small discussion groups.

For a quick overview of the report, see this two-page summary (PDF). Detailed reports are available at sfpolicereview.org/documents.shtml. For more information on the Police Effectiveness Review, go to www.sfpolicereview.org, call 554-5297, or email info@sfpolicereview.org.
