For the months of November and December, we are combining the monthly art parties into a single holiday party on Friday, December 12th. Please join us. The show will consist of installations and photographs by Bill Basquin and the duo of Elizabeth Deters and Andrea Slattery. Three artists come together to inspire social change through art. The show is curated by Eunice Kim and Katie Sherman, who are participants in the 2008 Curatorial Internship Program at MISSION 17, a not-for-profit center for visual culture.

Accessibility Information: City Hall is accessible to persons using wheelchairs and other disabilities. The Van Ness Avenue Entrance is closed at 5pm each day. The entrances to City Hall that are open after 5:00 pm are the Grove Street and the Polk Street / Carlton B. Goodlett Entrances. The Polk Street / Carlton B. Goodlett entrance is accessible via a ramp and a wheelchair lift. All of the other City Hall entrances are accessible via ramp.

Wednesday, December 17: Public Hearing on the Police Effectiveness Review
On Wednesday, December 17th at 6 pm, the Board of Supervisors' Public Safety Committee and the Police Commission will hold a joint meeting to review the Police Effectiveness Review. This report is the first comprehensive organizational assessment ever conducted of the SFPD. We would like to thank those of you who attended the recent community workshops on the organization assessment. Over one hundred members of the community came to the workshops to hear the draft recommendations and participate in small discussion groups.

District 5 Transportation Townhall Recap
We would like to thank everyone who attended the December 3rd townhall meeting on transportation issues in District 5. We'd like to also thank the staff of the MTA who attended, including representatives from the Transportation Effectiveness Project, as well as representatives from the Park Rangers, the Park and Richmond police stations, the Academy of Sciences, the Conservatory of Flowers, the Botanical Gardens, and the Golden Gate Park concourse garage. Here is a summary of a few of the issues:

- Traffic in the Golden Gate Park Concourse and Inner Sunset: We are organizing a follow-up meeting devoted solely to this issue. Rec and Park is already working on making improvements to deal with the overwhelming interest in the new Academy of Sciences. Issues to be discussed will include pedestrian safety improvements, better coordination with the museums, improvements to traffic flow into the garage, additional signage to indicate when the garage is full, possible changes to Kezar Drive across the Alvord Bridge.
- 6 Parnassus: The fate of the 6 Parnassus is yet to be determined. A number of people spoke strongly in its defense. This was the one route that the MTA Board of Directors asked for further study on. The TEP's environmental review will study both the current 6 route and the TEP's recommendations. As a result, there will be no changes to the 6 Parnassus for at least another six to nine months. Supervisor Mirkarimi remains committed to preserving the existing 6 Parnassus.
- 36 Teresita: The 36 will switch from full-size bus service to smaller van service, which will be less disruptive, more maneuverable, and more efficient.
- N Judah: The TEP calls for a 20% increase in N Judah service during peak hours. It also calls for consolidating stops and providing better amenities at the stops.

We have passed on all of the written questions that were submitted to the MTA. We will publish their responses to the questions online and post the link in a future newsletter. The photo is from coverage by the San Francisco Citizen blog.

Board Passes extension of affordable housing funding for the Western Addition
In a unanimous vote, the Board of Supervisors passed legislation sponsored by Supervisor Mirkarimi extending the tax increment funding for affordable housing in the Western Addition A-2 redevelopment area. The state legislature amended the redevelopment law in 1978 to begin to address the abuse that destroyed affordable housing and gentrified neighborhoods by requiring that Redevelopment agencies replace the demolished housing.

In order to allow redevelopment agencies to continue to fulfill that obligation, state law permits the Board of Supervisors to extend the authority of the Redevelopment Agency to continue to collect the tax increment after the expiration of the redevelopment plan. Supervisor Mirkarimi sponsored the requisite legislation but required that the tax increment funding coming out of the Western Addition be reinvested in building affordable housing in the Western Addition.

Supervisor Mirkarimi sponsors Resolution requesting the State Legislature institute a "Do Not Mail" Registry
More than 100 billion pieces of junk mail are delivered annually and account for 51,584,000 metric tons of greenhouse gas annually. Moreover, 44% of Junk mail goes to landfill unopened, and public opinion polling since 1991 has consistently shown that 80-90 % of the public dislike junk mail and would take action to reduce it if they could.

To that end, Supervisor Mirkarimi has introduced a resolution at the request of Forest Ethics to assist in their campaign to have California establish a "do not mail" registry similar to the national "do not call" registry. The Board of Supervisors will vote on the resolution next Tuesday, December 16th. To get more involved in the campaign to reduce junk mail, contact Forest Ethics.

Parking Sensors Trial Coming to Hayes Valley

The MTA is starting a two month test of 70 parking sensors and 20 roadway sensors in Hayes Valley. These sensors simply gather data. There is no change to parking rates. SFpark is the MTA's new approach to parking management. It will test new technologies and strategies to better manage parking to make it easier to find a parking place, reduce congestion, improve Muni reliability, and reduce greenhouse gas emissions. The sensors will help evaluate the effect of any changes to how parking is managed. The parking sensors measure parking demand and availability in the area. The roadway sensors will measure traffic volumes and speeds.

The sensors will be installed in the following locations:
- Hayes between Laguna and Gough
- Octavia between Hayes and Grove
- Laguna between Hayes and Linden
- Linden between Laguna and Octavia

District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
