I am sending part two of our September newsletter. We want to do our best to keep you apprised of District 5 community happenings and our progress in City Hall because a great deal can happen in between our monthly reports. Since

Update on Police Foot Beat Patrol Legislation
The full Board of Supervisors discussed Supervisor Mirkarimi's legislation to create a pilot police foot patrol program on Tuesday September 19th. Supervisors Daly and Ammiano introduced amendments to expand the programs to include the
Mission, Tenderloin, and Ingleside stations.
By increasing police visibility, foot patrols help strengthen bonds with the community and reduce street crime. The proposed new law
calls for a one-year pilot program in which Park Station and Northern Station each staff at least two foot patrols per day. It would also require that a comprehensive report on the progress and effectiveness of the patrols be prepared in
six months.
Because these amendments are substantive, the legislation will be heard in the Select Committee on Ending Gun & Gang Violence on October 2nd at 10am. Please show your support by attending the hearing and speaking at public comment or by

Wednesday 9/27: SF Safe Communities Reentry Council Summit
The SF Safe Communities Reentry Council (SCRC) was formed in October 2005 by Supervisor Ross Mirkarimi and Public Defender Jeff Adachi, who brought together over two dozen government agencies and reentry service organizations to create a
community support system for parolees returning to the community that helps them successfully reenter society, reduces recidivism, and promotes public safety.
The goals of the SCRC include providing individual re-entry plans--including housing, health, education, and employment opportunities--for every prisoner before their release, supporting parolees after their release, and continuing
to support parolees after their release.
The SCRC Summit, "Making Rehabilitation Work: Creating Opportunities for Formerly Incarcerated Individuals" will take place on Wednesday, September 27th. The purpose of the summit is to educate our partners and the public about the
challenges of reentry, study the current state of reentry, and identify new solutions to providing better transitional services to those who need them. The summit is free and open to the public, but please register ahead of time. Lunch
will be provided.

Police Station Boundary Redistricting Passes!
Supervisor Mirkarimi's legislation to reevaluate the boundaries of the City's police stations passed unanimously at the Board of Supervisor's meeting on Tuesday September 19th. It will be voted on a final time next Tuesday September 26th,
at which point it will go to the Mayor's desk. The legislation calls for the Chief of Police to reevaluate the boundaries of the City's police stations every ten years based on a number of factors such as population, neighborhood
boundaries, and crime statistics.
The continuing crisis of violence and crime plaguing the City has highlighted the fact that the boundaries of our police stations are outdated. Of particular concern to District 5 residents is the boundary between the Northern and Park
stations on Steiner Street. East of Steiner is covered by the Northern station, while west of Steiner is covered by the Park station. This boundary divides the Western Addition, Alamo Square, and Lower Haight neighborhoods. This division
can lead to confusion as to which station is responsible for responding to these areas and complicates relationships between the police and the community.
Sidewalk Cafe Legislation Gains Unanimous Committee Support - Full Board Vote on Tuesday
Supervisor Mirkarimi's legislation to streamline the process for cafes and restaurants to place tables and chairs on the sidewalks outside their businesses was supported unanimously by the Land Use & Economic Development Committee on
Wednesday, September 20th. The legislation will be voted on by the full Board on Tuesday, September 26th.
The legislation includes safeguard to ensure that sidewalks are not obstructed, such as requiring that at least six feet of sidewalk space remains accessible, and that bus stops and curb cuts are not blocked. The permit to place tables and
chairs outside costs between $100 and $360.

Come join us at Alvord Lake, located where Haight Street runs into Golden Gate Park. We will be planting, weeding, raking leaves, and generally beautifying the Alvord Lake area. This is the first monthly neighborhood clean-up sponsored by
Rec and Park.
Sunday, September 24: Heart of Cole Valley Festival
Location: Cole Street between Carl and Parnassus
Time: 9am-6:30pm
The Heart of Cole Festival is a charming and well-attended event with reasonably-priced booths to accommodate local and emerging artists. The festival features local art and fine craft, local food, live music, events for children and more!

Location: Pioneer Log Cabin Picnic Area, near Stow Lake off JFK Drive, Golden Gate Park

The mural, Educate to Liberate, at the corner of Hayes and Masonic was completed in July 2006. It continues and revitalizes the 30-year legacy of murals at this location. The new design, created by Miranda Bergman, incorporates parts of

Apply for the Transportation Authority's Citizen Advisory Committee
Interested in the Transbay Terminal? Central Subway? Safer Street and sidewalks? Bike Lanes? The CAC has helped the Authority Board guide the investment of nearly $1 Billion in transportation funds.
Applications are currently being accepted for representatives to the Citizens Advisory Committee to the SF County Transportation Authority from Districts 4, 5, and 11.
