District 5 is very fortunate to have so many people working to make our city a better place to live. Everyday I find great inspiration in how the organizing principle: charity, love of neighbor, and empowerment of others; is creatively, and often quietly demonstrated by you and the neighborhood groups (new and seasoned) that dot our district. Good strides are happening. Much work lies ahead.

Supervisor Mirkarimi Introduces Resolution to Create Peak Oil Task Force
On December 12th, Supervisor Mirkarimi introduced a resolution to create a Peak Oil Preparedness Task Force. Peak Oil is the theory that global oil production will peak and then steadily decline.

As the world's population and energy consumption continue to increase, a worldwide oil shortage will have catastrophic consequences on our economy, infrastructure, and personal lives.

The Peak Oil Preparedness Task Force will conduct an assessment of the City's vulnerability to the effects of peak oil and draft a comprehensive response plan to mitigate the potential effects.

Parking Lot at 6th Avenue and Irving
The Inner-Sunset, already plagued by difficult parking, faced a new challenge on November 26th when the San Francisco Unified School District posted a four-day notice that the fifty-car parking lot on 6th Avenue at Irving would be closed. The District decided to end its lease with the City and to reclaim the lot to use as a school yard for the recently relocated Newcomer High School.

While the new use is an important one, many neighbors were upset that the decision was made without their input and that a more substantive notice was not given. Supervisor Mirkarimi's office helped to organize the concerned neighbors to see what could be done to mitigate the harm to the neighborhood's parking stock from the District's action. The lot in question was used regularly by both residents for after-work parking and visitors to the neighborhood who frequented the local businesses.

In response to letter from Supervisor Mirkarimi, the School District will institute a pilot program for December and January that will mitigate the loss of parking. Beginning on Saturday, December 16, 2006, through Friday, February 2, 2007, SFUSD and the Parking Authority will embark the Pilot Project whereby the public will be allowed to use the Premises as a public parking lot for the benefit of the neighboring community, during the hours of 6:00 p.m. to 6:00 a.m. Monday through Friday, and 24 hours a day on weekends. To ensure the success of the Pilot Project please adhere to the "No Parking-Tow Away" times.

Supervisor Mirkarimi introduced a resolution calling on the School District and the Recreation and Parks department to take steps to alleviate the impact of the loss of the 6th Avenue lot. This Resolution was joined in by Supervisor Elsbernd, and was then passed by the Board of Supervisors on December 12; hence it is now the policy of the Board to urge remediation of this difficult situation.

In addition to Supervisor Mirkarimi's letter and resolution, at the request from the Board of Supervisors, the San Francisco Unified School District (SFUSD) has agreed to develop a notification process similar to what exist in the San Francisco planning code. SFUSD will be presenting the plan to the Board of Supervisors in February 2007.

Supervisor Mirkarimi Works to Extend Library Hours
In this year's budget process, Supervisor Mirkarimi procured $455,000 to extend library hours to Sundays. He is currently working with City Librarian, Luis Hererra and the City Attorney, on steps to require neighborhood branch libraries to extend their hours. Look for the legislation to be introduced in the new year.

New Recreational Pilot Program at Public Housing
As a step toward empowering our youth and helping families, Supervisor Mirkarimi has been pushing for new recreational programs that reach youth in Housing Authority (public housing) communities. Soon to be launched, the Ella Hill Hutch Community Center will be contracting a recreation counselor to be on-site at the Plaza East housing complex in the Western Addition. The counselor will provide programmatic and recreational activities for resident youth several hours a day during the weekdays. Activities will take place on housing premises in community rooms designed for such use but never activated. Supervisor Mirkarimi intends to expand this pilot effort to other housing complexes.

Falletti Foods Now Open and Now Hiring
On December 7th, Supervisor Mirkarimi participated in the grand reopening of Falletti Foods. The Falletti family has been in the San Francisco grocery business for nearly 80 years.

Falletti Foods offers locally grown produce, a full-service meat and seafood department as well as an extensive grocery selection that includes everyday items as well as hard to find items for the gourmet cook.

Supervisor Mirkarimi Calls for New Bathroom in Alamo Square Park
Alamo Square Park is one of the most visited neighborhood parks in the City-both by residents who regularly come to enjoy the outdoors and tourists who flock to the park for its views of the famous "painted ladies." However, the bathroom in the park has been broken and closed for some time. On December 12th, Supervisor Mirkarimi introduced a resolution calling for the Recreation and Parks Department to install a new, modern-style bathroom in Alamo Square Park. We will keep you posted on the response from Rec and Parks, and we hope to bring you news of a brand new bathroom in the new year.

Oak Divisadero Day Labor
In response to the growing concern of how to manage the Day Laborers who congregate around the Kelly Moore Paint Store at Oak and Divisadero, Supervisor Mirkarimi has negotiated an agreement between the City and the Shell Station across the street, to assign a new port o' potty on the gas station owner's property. This will be a pilot program managed by the City and monitored by the community Safety Network and the Day Laborers Program.

Pablo Heising
We mourn the passing of Haight Street Fair founder Pablo Heising. Pablo was Executive Director of the Haight Street fair for 29 years and Executive Director of the Castro Street Fair for 10 years. Pablo loved "The Haight"; he once said about the neighborhood, "it's about an independence of mind, a distrust of government, a belief in tolerance for the differences among people." We all will miss him.

Memorial plans are pending and will posted on the Haight Street Fair webpage as soon as they are finalized. If you wish to express your condolences, please leave your message on this message board.

Two-Hour Parking Meters for the Upper Haight
At the request of the Upper Haight Merchants, Supervisor Mirkarimi worked with the Department of Parking and Traffic to implement the change in parking meters from one-hour to two-hour. The hearing for the change in meter times is before the City Operations and Neighborhood Services Committee, January 11, 2007, 1:00 PM, City Hall room 263. City College and DeAvila School
The John Adams Campus of City College will soon begin renovation to bring
the campus up to code compliance, retrofit the building and modernize the
existing restroom facilities. City College took control of the San Francisco Unified School District DeAvila school property in early October 2006. City College will operate a portion of the John Adams campus programs at this site. In November, Supervisor Mirkarimi brought together Chancellor Day, Dean Linda Squires Grohe and other leaders of City College to meet with the immediate residents to DeAvila school. From this meeting City College is actively pursuing ways to minimize the impact of parking, reduce the light intrusion due to night time classes, lessen the impact that comes from having more people with increased number of hours of operation, and work with DPT on pedestrian safety at the intersections of Haight and Masonic and Haight and Waller.

Recycle Your Holiday Tree
If you purchase a cut tree, recycle it at the curb between Tuesday, January 2nd and Monday, January 8th on your regular recycling day. If you want to recycle your tree before or after your designated day, call Sunset Scavenger at 330-1300 or Golden Gate Disposal & Recycling at 626-4000. You can also drop off your tree at the Haight Ashbury Neighborhood Council recycling center, 780 Frederick St., Jan 1-15, 9-4 p.m. Monday-Saturday, and noon-4 p.m. Sunday; or leave your tree in front of Golden Gate Disposal & Recycling at 900 7th St., anytime.

In addition to helping the environment, recycling your holiday tree reduces the chance of it spreading Pitch Canker Disease--a devastating disease threatening Monterey pine tree lots, landscape plantings and native coastal forests in 19 California counties. You can reduce the potential of spreading this epidemic disease to your property by selecting fir, spruce or other non-pine species for your holiday tree. Ties to Remember
Ties to Remember is a temporary memorial to commemorate the passing of 3,000 U.S. service men and women during the Iraq War. 3,000 red, white, and blue neckties will adorn the Sycamore trees on the lawn of City Hall. Taking from the Tibetan tradition of hanging prayer flags, the ties will be draped on the trees to create a silent wind chime.

Ties to Remember was conceived by San Francisco veteran, John Caldera, and is being created with the help of a group of local veterans, including San Francisco Bay Area Veterans for Peace and the predominantly gay Alexander Hamilton Post 448 of the American Legion. Wednesday, January 10: Reception for Harvey Milk Commemorative Sculpture Competition
Time: 5:30-7:30pm
Location: Lobby of City Hall
The three finalists in a nationwide competition for a sculpture honoring Supervisor Harvey Milk will display clay marquettes of their proposals in the lobby of City Hall. The exhibition will be on display during City Hall's normal hours, 8am-8pm on January 10, 11, 12, and 16th. The public is invited to submit written commentary about each of the marquettes displayed. The three finalists are Bruce Wolfe, Cedric Wentworth, and the Daub, Firmin, and Hendrickson Sculpture Group.

Supervisor Ross Mirkarimi hosts the Monthly Third Friday's Art Reception in his City Hall office. This month's featured artists are 17 residents of AgeSong, a senior community in Hayes Valley. This show will be dedicated to Harriet Tubman.
