June is District 5 Community Clean Team

Please join Supervisor Mirkarimi, the Department of Public Works, and community volunteers this Saturday for the District 5 Community Clean Team kick-off. The event opens a month-long cleanup in District 5 to make sure the streets, parks, plazas and the neighborhood are clean, green and graffiti free.

The Community Clean Team is led by the Department of Public Works in partnership with SF Clean City, SF Connect, the Recreation and Park Department, and community groups to keep the city clean, green and graffiti-free. Volunteers will help abate litter, paint out graffiti, clean tree basins, and remove weeds around the District.

Sunset Scavenger Company is providing Gigantic Three services to residents in District 5 on Saturday morning from 8 am to 12 noon at Ella Hill Hutch Center (1050 McAllister) to help them recycle, compost and drop off household bulky items.

Join Supervisor Mirkarimi at the Haight Street Fair, Sunday, June 10th
The long-standing tradition of San Francisco street fairs continues on June 10, 2007 with the Haight Street Fair. The Fair begins at 11:00 am on Haight Street between Stanyan Street and Masonic Avenue.

Supervisor Mirkarimi will be greeting fairgoers near the corner of Haight and Cole after making remarks at the fair's opening ceremonies on the main stage at 11 a.m. Supervisor Mirkarimi invites you to join him Sunday afternoon to enjoy the fair and all the amenities that the dynamic Haight has to offer.

Help Us Keep District 5 Graffiti Free
The task of keeping District 5 clean of graffiti, potholes, damaged sidewalks and up to date with tree maintenance isn't easy. However, it is essential if a clean, vibrant and safe community is to be achieved. This
Examiner article describes the work our office does to address graffiti in District 5.

Each week, Regina Dick-Endrizzi, spends several hours scouring the district writing down the maintenance and repair needs she sees. Other district volunteers also walk the neighborhoods, and the office logs complaints that come from residents. Each request the office receives is put into writing, on a specific form called a letter of inquiry, unlike most Supervisor's offices who call various city departments with concerns. The letters written require a response from the city department to which it's addressed. Supervisor Mirkarimi also makes a note of each response in the weekly Board of Supervisors' agenda. Since January last year this has resulted in more than 80 letters – representing hundreds of maintenance requests.

Supervisor Mirkarimi believes that keeping the neighborhood clean and up to date with repairs is not just a matter of aesthetics. According to a criminology theory, crime rate is higher in those neighborhoods that appear neglected. "Sometimes a tag [a form of graffiti] is still wet while we're painting over it," said Vallie Brown, a member of the Lower Haight Neighborhood Association. "But it works. We've noticed a huge difference."

SFPD Legislation Inspires Broad Review
Last year, the Board of Supervisors passed two pieces of legislation by Supervisor Mirkarimi which 1) required police foot patrols and a subsequent review of how the patrols were working, and 2) called for a review of the police district boundaries. Now, the City has hired three consultants to study SFPD operations with respect to the status of the new foot patrols, station redistricting, and the overall organization of the department. The SFPD has a little more than 1,720 officers, about 250 less than required by the city charter. While Supervisor Mirkarimi's foot patrol legislation mandated that at least 20 officers be assigned to foot patrols, police Chief Heather Fong has designated 44 officers for this duty. The consultants will take approximately 18 months to conduct the organizational review and the other two studies should be done by the end of the year.

A steering committee, which will include City Controller Ed Harrington, Police Commission Chairwoman Theresa Sparks, and Chief Fong, will oversee the work of the consultants. Also, there will be an advisory committee that will include representation of the police officers' union and the ACLU. Sparks has expressed hope that the reviews will lead to an overhaul of the police department and has noted that the overall organization has not been looked at in decades. Chief Fong has called this an "exciting time for the department," and she has indicated that "as in any organization there is room for improvement." Supervisor Mirkarimi has said that it is unfortunate that the reviews have not happened sooner, and has noted that crime-fighting strategies need to change to keep up with changing law-enforcement challenges. Supervisor Mirkarimi Calls for Better Ways to Contact Absentee Property Owners
Currently, property owners in San Francisco are required to give a contact address, and this information is kept by the Assessor-Recorder's office. Among other things, this information is available to the public and is also utilized by City agencies that need to get in touch with the property owner. Examples of when City agencies need to contact property owners include health, building code, and legal matters. Currently, many owners only provide a PO Box as their contact address. Often the City attempts to contact owners via these PO Boxes and do not get any response. Also, legal service cannot be made to a PO Box. Supervisor Mirkarimi has introduced legislation which calls on the Assessor-Recorder to explore options for obtaining a current street address for City property owners and to provide a report on this issue to the Budget and Finance Committee within three months.

DMV Parking Lot Update
The conditional use permit was approved by the Planning Commission, and now the next step is approval by the Parking Commission. If all goes as planned, the estimated opening date of the DMV lot for public parking on nights and weekends is the end of the year. More updates will follow.

Rules Committee Unanimously Approves New Notice Requirements for Property Leased to City by SFUSD
The City of San Francisco leases various properties from the San Francisco Unified School District; recently the SFUSD terminated the City's lease of a parking lot in the Inner Sunset. This termination caused an exacerbation of the parking woes in the neighborhood, and the residents were not given adequate notice of it. Supervisor Mirkarimi has introduced legislation that requires that, when the City is leasing property from the SFUSD and is using the property in a manner directly serving the public, the City must provide notice to the community when the SFUSD terminates the lease. The notice must go to owners and occupants adjacent to the property, as well as to persons or groups that have expressed interest in the property. In order to help prevent future problems due to unnoticed lease terminations, please come to the hearing on this legislation and offer your comment. The Rules Committee will hear the legislation on June 7, 2007 at 10:00am in Room 263 at City Hall.

MUNI Service Changes for N-Judah
Muni Addresses the new T-Line problems by announcing service changes that will go into effect June 30. Muni will restore N-Judah service to Caltrain and the K-Ingleside and T-Third will be interconnected to create a light rail line from Ingleside to Sunnyvale. Muni will also restore the Castro Shuttle and implement a new bus line, the 20-Columbus, which will connect Van Ness/ North Point to Beale/ Howard for limited hours on weekdays. Finally, the 10-Townsend service will be restored on weekends. For more information see the

Kimbell Playground Improvements

On Thursday, June 14 at 6PM the Western Addition Citizens Advisory Committee will hear a proposed plan to renovate and replace existing facilities at Kimbell Park with an artificial turf field. The City Fields Foundation in collaboration with the Recreation and Park Department has worked on similar projects at Garfield Square and Silver Terrace in the Mission District. The proposed renovation will replace the grass softball diamonds with an artificial turf field configured to fit two softball/youth baseball fields or one full-size and one U10 soccer fields or one practice football field. The existing field lights will be replaced and a moveable backstop and batting cages are proposed to be added to the park. New fencing, benches, trash cans and signage will also be placed at the facility. The presentation will take place at Westbay Conference Center, 2190 Fillmore Street. More information is available at

Rules Committee Recommends Approval of Shelter Monitoring Legislation
The Shelter Monitoring Committee is an independent vehicle charged with documenting the conditions of shelters and resource centers to improve the health, safety, and treatment of residents, clients, staff, and the homeless community. Supervisors Mirkarimi and Ammiano have introduced legislation designed to strengthen the Committee in order to better address ongoing failings in the shelter system. The proposed changes to the Shelter Committee would require that the Department of Public Health provide administrative support to the Committee, broaden the Committee's purpose to include the assessment of City policies, require that City departments respond to requests for information from the Committee, and make other changes to the Committee's charter. This legislation was heard by the Rules Committee and recommended for approval at the full Board of Supervisors. The vote will take place on June 19th.

Applications for Peak Oil Task Force Members
On May 15 the Board of Supervisors passed Supervisor Mirkarimi's resolution calling for a Peak Oil Preparedness Task Force. The seven member Task Force will be charged with determining appropriate measures to mitigate municipal vulnerability and draft a comprehensive response plan for recommendations to the Board of Supervisors. Divisadero Corridor Update
Nearly 80 neighbors and merchants attended the Divisadero Corridor Meeting on May 21st with Supervisor Mirkarimi and representatives from the Mayor's Office of Economic and Workforce Development, MTA, DPW and Urban Solutions.

The FIRST Action Committee meeting will be Wednesday, June 20th from 7-8:30 pm at Mojo Bicycle Cafe, 639A Divisadero (between Hayes and Grove). If you would like to join one of these committees and keep our work moving forward, please join us!

Updates include:

Traffic and Transit: Peter Albert from the MTA gave an update on the Transit Effectiveness Project, an 18-month project to review, evaluate, and make recommendations on the existing MUNI transit system. Oak Street Tow-away: Traffic is running more smoothly and calmly on Oak Streets in the morning now that the tow-away has been rescinded. Participants spoke about the importance of asking Sunset Scavenger and other delivery companies to avoid Oak Street during the morning commute, so that their stopped trucks don't back up flowing traffic.

Oak/Fell & Divisadero Traffic Study: A study is forthcoming to look at the intersections of Oak and Fell around Divisadero and the "spill over" streets one block around: Page, Hayes, Scott and Broderick. This will also include studying the cars entering and exiting the various gas stations to see what, if anything, can be done to make those intersections more pedestrian-friendly.

Business Attraction: Urban Solutions is actively working to lease 1001 Oak Street (at Divisadero) and 906 Divisadero Street (at McAllister). There are several other vacancies on Divisadero, and the Business Attraction Action Committee will work to recruit particular types of businesses to our neighborhood. Greening and Streetscaping: Kris Opbroek from DPW presented possible ideas for streetscaping and greening Divisadero. Funding is in process. Possible improvements include: greening the median strip, more trees and sidewalk plantings, encouraging merchants to add planters, more lighting, and bulb-outs at busy corners. The Greening and Streetscaping Committee will work closely with Kris on this. For information on the Better Streets plan see www.sfbetterstreets.org.

Cleaning and Safety: Mabry acts as the eyes and ears of DPW on the street, and he is on Divisadero Thursday - Sunday from 11am - 7pm. Jabar helps clean up litter and reports graffiti, broken street furniture, and generally keeps an eye on things from Haight to McAllister streets. If you see Jabar on Divisadero, please be sure to say hello. Be sure to call 311 to report any graffiti, dumping, potholes, etc! It works!

June's Third Friday Art Opening: Takin' it to the Streets
Takin' it to the Streets: Queer Photographers Capture Marches & protests in SF. The queer community has a long history of getting out in the street to protest or celebrate, reflecting San Francisco as a whole. Whether it's the White Night Riot, Anti-War Protests, the Immigration Marches or the celebratory Dyke and Trans Marches or the Pride Parade, Queers and Queer Photographers have been there. Photos from Cathy Cade, Jane Cleland, Lynnly Labovitz and more remind us that there is always a reason to march.

Accessibility Information:
City Hall is accessible to persons using wheelchairs and other disabilities. The Van Ness Avenue Entrance is closed at 5pm each day. The entrances to City Hall that are open after 5:00 pm are the Grove Street and the Polk Street / Carlton B. Goodlett Entrances. The Polk Street / Carlton B. Goodlett entrance is accessible via a ramp and a wheelchair lift. All of the other City Hall entrances are accessible via ramp.

10th Avenue Road Work June 11-13
After a recent roadway failure, the DPW and contractor A. Ruiz Construction will be putting in a new durable asphalt surface on 10th Avenue between Lincoln Way and Irving Street from June 11 to June 13. Work hours will be from 7am to 5pm. Parking will be limited during work hours, and one through traffic lane will be kept open. Access to driveways and garages will be allowed, but residents should expect delays; when the paving is done on Wednesday the delays may be up to two hours. New Zealand Christmas Tree Becomes San Francisco Landmark
The yellow-flowered New Zealand Christmas Tree at 1221 Stanyan, between 17th and Rivoli Street, is a unique tree with an interesting history, having been planted by the late Victor Reiter, San Francisco's premier plantsman. The rare and unusual tree is believed to be one of only two or three trees of this species in the city. The tree is in excellent health and is a fine example of its species and important to the habitat around it, including to the wild parrots on Telegraph Hill who eat the yellow flowers it produces. The tree is a prominent landscape feature, helping to define the character of the tree-lined street on which it resides.
Due to the trees prominence and information gathered from the Urban Forestry Council, on June 5th the Board of Supervisors passed a legislation to designate the New Zealand Christmas Tree a San Francisco landmark. The Legislation supported by Supervisor Mirkarimi means that the tree will continue to receive its neighborhood and citywide appreciation as well as its media coverage, including reference in the book "Trees of San Francisco" by Mark Sullivan.

As a result of this project, children, residents and seniors designed over 1,800 tiles that will be places on the retaining wall surrounding the Daniel Koshland Community Park on Page and Buchanan Streets in San Francisco.

District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
