Dear Friends,
A quick message: We are all outraged by the surge of crime and violence in our district and citywide. Frankly, I'm consumed by it. I've been pushing for a stepped-up response that goes beyond triage from those who are in charge of law
enforcement, that being the Mayor, SFPD, and the District Attorney. For example, unlike other cities, San Francisco doesn't practice a well defined nor accountable community policing strategy. Despite institutional resistance I want this
changed. (See this
Boston Globe article for a description of successful community policing.) As a consequence in part, I'm very concerned about the lack of arrests and prosecutions of crime, in particular violent crime.
Concurrently, there needs to be a heightened expectation of violence prevention programming - it doesn't do any good if funds and programs aren't reaching the intended audience or producing the desired outcomes. The City and the
organizations it contracts with share responsibility. What we need is better on site organizing.
As we've seen before, public pressure can help make the difference. I encourage you to hold neighborhood meetings that invite key officials; establish neighborhood watch groups, and make your voices heard to the Mayor, Chief of Police, DA,
and Housing Authority, among others. And as always, please feel free to email me at

Board of Supervisors Poised to Pass 2007-2008 Budget
On Thursday, June 29th the Budget and Finance Committee of the Board forwarded the City's $6.06 billion budget to the full of Board of Supervisors for a vote on July 17th. A number of departments saw substantial budget increases including:
law enforcement; Department of Public Works; Recreation and Parks Department; service agencies that include neighborhood-based violence prevention programs. The Budget Committee was able to add $35 million in programs and services into
the budget. Included in the Board's budget restorations were $4.8 million for children and family programs, $8 million to restore HIV/AIDS cuts and $10 million dollars for affordable housing. In addition, Supervisor Mirkarimi was able to
procure funding for a number of new and existing programs that include:

Community billboards for the Inner Sunset

Corridor Planning for the Haight and Divisadero streets

Supervisor Mirkarimi Aims to Reform Workforce Development
During the Budget Committee deliberations, Supervisor Mirkarimi successfully moved to begin centralization of the City's General Fund dollars, approximately $40 million per year, that are assigned to workforce development. Per capita, San
Francisco expends almost more money for pre-employment job training and placement than any other city in the U.S., and yet, the results remain questionable. Currently, many of the existing workforce development programs are administered
through approximately 12 City departments and scores of nonprofit agencies, where for far too long there has been an absence of accountability measures and performance-driven outcomes. Ross will be rolling out a strategy that addresses
this problem comprehensively.
Community Choice Aggregation Passes!
On Friday, June 29th Mayor Newsom signed landmark legislation inaugurating Community Choice Aggregation (CCA) in San Francisco. The legislation, introduced by Supervisors Ross Mirkarimi and Tom Ammiano is a first step towards bringing
renewable public power in San Francisco while paving the way for renewable municipal power. The CCA program would form a public-private partnership between the city and energy entrepreneurs to create a renewable power supply for the City
that would lead to 51% of the City's power coming from renewable sources by 2017.
According to the Sierra Club, the plan would create an innovative kind of energy based upon clean technologies like wind, solar, tidal and geothermal. Energy suppliers would be required to meet-or-beat current utility prices and offer the
service to all residents and businesses. Those who do not want to use the green power may opt out of the program. The plan will finance solar and other technologies on public buildings and rooftops of private and public buildings using the
revenue bond financing authority approved by voters in 2001. Supervisors plan to consider various energy suppliers, and the plan will then be reviewed by the Local Agency Formation Commission and the Public Utilities Commission.
Tidal Power Legislation Introduced
On June 19th, Supervisor Mirkarimi introduced legislation to ensure that if and when San
Francisco's tidal power is harnessed, the City will own and control the technology and development. San Francisco's Public Utilities Commission already operates an electric utility that provides renewable hydroelectric and solar energy to
power San Francisco services from the airport and port to MUNI and streetlights. Tidal energy resources have a potential to be a clean, environmentally sound, sustainable and reliable source of power. Since the idea was first seriously
considered several years ago, San Francisco has helped fund several studies of tidal power. A pilot project is still years away, and it will be a while before the ebb and flow of tides through the Golden Gate are used to power your light
bulb. In the meantime, Supervisor Mirkarimi is working to ensure that our tidal resources are publicly owned and controlled, and that the potential wide-ranging impacts to the environment, economy and quality of life in San Francisco are
considered when tidal resources are developed.

Board of Supervisors Urges City College Nursing Program to Give Preference in Admissions to San Francisco Residents
On June 27th the Board of Supervisors voted unanimously to urge the City College Registered Nursing Program to give San Francisco residents preference in admissions. The Resolution, introduced by Supervisor Mirkarimi, was grounded on
several important factual findings. The Resolution noted that only 38% of the 80 students admitted to the program for fall 2007 were residents of San Francisco and that the high demand for the program is such that all or most of the
positions could be filled by San Francisco residents. It was further found that other community colleges such as the College of San Mateo and the College of Marin consider residency in determining admissions to their registered nursing
programs. Under the state Education Code, the Board of Governors of City College may impose restrictions on inter-district attendance pursuant to a finding that resident students are being displaced by students who do not reside in their
district. Pursuant to this authority, the Resolution 1) urges the City College of San Francisco Registered Nursing Program to petition the Board of Governors to allow the adoption of this preferential admission, and 2) urges the City
College of San Francisco Registered Nursing Program to adopt a residency requirement giving preferential admission to San Francisco residents.
Vice President of the Community College Board, Julio Ramos, will be convening a hearing on this resolution before the Board of Trustees' Legislative Committee in August. For information on upcoming CCSF Board of Trustee meetings, please

Safety Traffic Signals for Fell and Masonic Intersection

A resolution, introduced by Supervisor Mirkarimi, urging the Municipal Transportation Agency to create a traffic signal phase solely for bicycle and pedestrian traffic crossing Masonic Avenue was adopted by the full Board of Supervisors on
July 10th. The legislation will create a separate left-turn signal for motorists turning left from Fell Street onto Masonic Avenue. The dangerous intersection has been a concern for many residents and commuters of the area for years.
Members of the local community have taken action themselves by setting up 'crossing guards' who patrol the Panhandle path, a multi-use trail used by thousands of bicyclists and pedestrians daily during commute hours when the intersection
is at its busiest. This will to help ensure pedestrians and bicyclists can cross safely. Currently the large radius, wide turn, and busy traffic of the intersection means it is difficult for drivers to see those crossing before a collision
or near-collision occurs. The separate lights would enable pedestrians and cyclists to cross confidently knowing that vehicles will not be moving until the light change.

Mirkarimi Salutes "Miles for Peace"
On Tuesday July 3rd, Supervisor Mirkarimi welcomed to San Francisco fourteen Iranian cyclists who are traveling city by city across four European
countries and the United States. The group, which calls itself "Miles for Peace," is cycling to bring a message of pacifism from the Iranian people to other nations of the world. Supervisor Mirkarimi accepted on behalf of the city of San
Francisco a hand-made emblem from Miles for Peace as a symbol of friendship of the Iranian people with the people of San Francisco. Miles for Peace hopes that their efforts will contribute to the enrichment of culture and science and to

Board of Supervisors Passes Shelter Monitoring Legislation
On June 19th, the Board of Supervisors voted to strengthen the Shelter Monitoring Committee. The Shelter Monitoring Committee is an independent vehicle charged with documenting the conditions of shelters and resource centers to improve the
health, safety, and treatment of residents, clients, staff, and the homeless community. Supervisors Mirkarimi and Ammiano introduced the legislation designed to strengthen the Committee in order to better address ongoing failings in the
shelter system. The changes to the Shelter Committee will require that the Department of Public Health provide administrative support to the Committee, broaden the Committee's purpose to include the assessment of City policies, require
that City departments respond to requests for information from the Committee, and make other changes to the Committee's charter.
Summer in the Fillmore - Western Addition
A wide variety of summer activities are available for kids and youth in the Western Addition and Fillmore neighborhoods. Mo' MAGIC is a collaboration of community members, city departments, community and neighborhood based organizations
working to make a real difference in the lives of children and youth in the Western Addition/Fillmore. For information on over 20 organizations' summer youth programs, see:

Applications for Peak Oil Task Force Members
On May 15 the Board of Supervisors passed Supervisor Mirkarimi's resolution calling for a Peak Oil Preparedness Task Force. The seven member Task Force will be charged with determining appropriate measures to mitigate municipal
vulnerability and draft a comprehensive response plan for recommendations to the Board of Supervisors. The Department of the Environment will provide staff support. If you are interested in serving on the task force please submit an

Thanks to June Community Clean Team Volunteers
We'd like to extend a big thank you to everyone who helped out with the District 5 Community Clean Team events. On June 7th, over 100 volunteers helped beautify the Ella Hill Hutch center, the Buchanan Mall, and the Panhandle.
Congratulations to the Korean Center for bringing 30 volunteers! And on June 30th, volunteers planted thirty-five trees in the Inner Sunset, and removed graffiti on Lincoln, Irving, and Judah between 4th Ave and 9th Ave! Thanks to the
Department of Public Works, the Recreation and Park Department, the Friends of the Urban Forest, and all of the other groups who helped with these events.
Neighborhood Emergency Response Team Training
The West Bay Conference Center and the San Francisco Fire Department are hosting Neighborhood Emergency Response Team (NERT) training at the West Bay Conference Center, located at 1290 Fillmore St. at Eddy St. The classes begin on July
