Supervisor Mirkarimi Pushes for Citywide Workforce Development Reform
On July 17th Supervisor Ross Mirkarimi introduced legislation to centralize the City's workforce development programs. San Francisco spends more money for pre-employment job training and placement per capita than almost any other city in the United States, and yet with poor performance. An audit released by the budget analyst's office on August 2nd described the current workforce development system as "fragmented, with inconsistent planning and coordination of resources." Currently, administration of workforce development programs is spread across 11 City departments and lacks program goals and definitions. Supervisor Mirkarimi's ordinance will centralize the existing programs under the Office of Economic and Workforce Development, define workforce development policy for the City, and provide an overall strategic plan for all employment and job training activities in San Francisco. The legislation is cosponsored by Supervisors Peskin, Ammiano, and Maxwell, and it will be heard at the Rules Committee of the Board in September.

Northern Station Update
I want to take this opportunity to express my heartfelt gratitude to Captain Kevin Dillon of Northern Station, who after serving nearly four years at Northern, will take command as the City's Night Captain. I believe San Franciscans from every neighborhood should be grateful to have someone of Captain Dillon's caliber coordinating police services citywide at a time when the challenges of fighting violent crime are greatest.

With regard to the change at Northern Station, SFPD Chief Heather Fong explained the following:

"Captains are commissioned officers, and like all commissioned officers, are subject to being moved according to the needs of the Department and are rotated into new assignments over time. Northern Station is now being capably commanded by Captain Al Casciato, a highly experienced 37 year veteran of this department. As of this past Saturday, he has assumed the command of Northern Station, with its approximately 147 sworn members (all ranks). This level of staffing makes it currently the third highest staffed station. Additional officers will soon be assigned to field training in the Northern with the graduation of the 214th Recruit Class on August 10th. This complement of officers is certainly sufficient to provide services to all neighborhoods in the Northern district, with no area suffering a reduced police presence as a result of enhanced focus in other areas of the district." -from Chief Heather Fong

Mirkarimi Goes After Ineffective Public Housing Cameras
On August 13th, Supervisor Mirkarimi chaired a meeting of the Public Safety Committee and discussed the unsatisfactory results of the surveillance cameras that monitor San Francisco¹s public housing sites. The Supervisor expressed his strong displeasure with the lack of results by explaining how the use of the 178 cameras that are federally funded was simply not working. As discussed in August 14th's
San Francisco Examiner, Supervisor Mirkarimi expressed the strong need for improvement "so we are not lulling people into a false sense of security." These cameras, intended to help police deter and combat crime, have only been helpful in two cases; neither of which were homicide cases. With one-third of San Francisco's gun violence occurring on or near public housing sites, the need for improvement in the city's approach is evident. Supervisor Mirkarimi has explained that this failing program is on example of the problems that plague the Housing Authority. As mentioned in August 14th's San Francisco Chronicle, the Supervisor believes that "the city should be much more vigorous in deciding the fate and future of the Housing Authority, including looking at the city taking it over." The crime situation throughout the city has been a problem that the Supervisor believes needs to be dealt with sooner rather than later.

Supervisor Mirkarimi has introduced a plan to return Hayes Street to two way traffic between Gough and Franklin. Residents and businesses owners alike have been complaining that the block of one-way traffic has not only proved to be a transit nuisance but an economic detriment as well. The Hayes Valley neighborhood has changed drastically since the 1989 Loma Prieta earthquake, as it has become a center of commerce and culture.

The double left turn from westbound Hayes Street onto southbound Gough Street effectively cuts the corridor in half, as pedestrians are unable to directly cross on the southern portion of the intersection. Merchants have claimed that this obstacle has forced business failures in the area. In addition, returning to two-way traffic would fulfill the request in the Octavia Neighborhood Plan, which called for a reduction in the "Z-shaped jogs of one-way traffic" in the area. The item will be heard in committee before returning for a vote by the full Board of Supervisors.

Supervisors Move to Reform MUNI
MUNI needs serious help. MUNI riders deserve better. Sup. Mirkarimi does not want another year to pass without strong MUNI reform. While looking to the future of a more reliable transit system, the Board has offered a reform package to the way MUNI does business. This Charter Amendment for the November 2007 ballot, known as the "Transit Reform, Parking Regulation and Emissions Reductions," is not the optimal remedy for Sup. Mirkarimi although he is supporting it. This year the Board has specifically worked to roll back MUNI emissions to 20% below 1990 levels; roll more of MTA generated parking and traffic fines back into MUNI's operating budget (instead of going to the City's general fund); increase management accountability; provide operators incentives for flexible work rules; and speed up the bus system by allowing MTA to adjust bus stops, create bus-only lanes, and contract out for services.

SRO Voting Legislation Approved by Full Board
On Tuesday, August 14th ,the Board of Supervisors passed legislation introduced by Supervisor Mirkarimi to expand voting rights for people living in single resident occupancy (SRO) hotels. Supervisor Mirkarimi introduced the two new laws to address thenvoting rights of SRO dwellers. First, he introduced an ordinance that would allow occupants and guests to bring in campaign workers doing "get out the vote" activities. These workers would be allowed access on the same basis as other visitors through an amendment to the current City law that requires goals for SRO visitation policies.

Also, Supervisor Mirkarimi introduced a resolution that addresses problems faced by the Department of Elections in accessing SROs for the purposes of voter education and registration. Currently, the Department faces difficulty in gaining entry to SROs, and the residents are thereby denied the benefits of this outreach. The resolution urges SRO managers and owners to allow access to the Department and also urges the Department to increase voter education and registration activities directly targeting SRO residents.

Honoring Sue Bierman
In celebrating the life of former City Supervisor, Planning Commissioner, Port Commissioner, and neighborhood activist Sue Bierman, Supervisor Mirkarimi passed a proclamation, making August 11th Sue Bierman Remembrance Day.

Sue Bierman was a great civic and community leader, who was a champion for the civil rights of African Americans, living wages, human rights, the expansion of parks and open spaces, public transportation, protecting families with dependent children, affordable housing, and senior's rights.

Sue Bierman was also the champion of the first citywide neighborhood-based coalition in the nation aimed at stopping the rapid expansion of freeways--an effort which spurred a national movement.

Sue Bierman was honored on Saturday August 11th at 12 noon at the Sue Bierman Grove at Shrader street in the Panhandle. The Haight-Ashbury Neighborhood Council, founded by Sue to fight the freeway proposals, offered refreshments and a forum to discus her life and accomplishments.

Vigil Against Iranian LGBT Executions
On Thursday, July 19 Supervisor Mirkarimi, along with Supervisor Dufty and community activists, lit candles at City Hall in Supervisor Mirkarimi's office in remembrance of two young men who were executed in Iran two years ago. Three distinct candles representing the three colors on the Iranian flag were lit. The two young men, Mahmoud Asgari and Ayaz Marhoni, were hung for engaging in consensual gay sex. In Iran, as in many other countries, male homosexuality is a crime that can be punishable by death. Supervisor Mirkarimi contended that the execution of these young men was prehistoric and unacceptable. The Supervisor hoped that the candlelight vigil would help shine a light on areas of the world where LGBT individuals are being persecuted and that executions such as these will become the policies of the past.

Third Friday Art Reception, August 17th: "Prophecy" Curated by William Trophy
From August 2-25, SomArts Main Gallery will be presenting "Prophecy: Healing Time," organized by curator William Torphy. "Prophecy" is based on a poem of an imagined Mayan vision that predicts the destruction of the Mayan culture and of the probable destruction of our culture. Paintings, sculptures, and the poem's text present issues of war, greed, degradation of the environment, and cultural/economic imperialism. Noted visual artists include Richard Akers, Chema Gonzales, Robert Hernandez, Roberta Loach, Diana Marto, Carlos Loarca, Irving Norman, Alfredo Paz and Clayton Thiel.

District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
