Climate Change Legislation Introduced
Supervisor Ross Mirkarimi introduced landmark climate change legislation on Tuesday, September 11th, that seeks to set targets and establish a coordinated strategy for reducing San Francisco's greenhouse gas emissions over the next half-century. Integrating local and state climate change policies into a coordinated strategy, Mirkarimi's proposed ordinance would require San Francisco to update its 2004 climate action plan -- which was never officially adopted -- and adopt yearly reduction targets that allow the city to achieve its 2012 and 2030 goals in terms of reduced emissions. The measure would assert San Francisco's civic leadership in responding to a growing global consensus that greenhouse gas emissions must be reduced by as much as 80 percent of 1990 levels by 2050 in order to prevent catastrophic climate change.

"The glacial pace that our federal and state governments are working to confront the degrading impact of global warming demands a serious response," stated Supervisor Ross Mirkarimi. "Even the San Francisco Civil Grand Jury reports in June 2007, that our City is no where on pace to adequately meet its emission reduction targets as set by resolution in 2002 - it's time we take our role seriously with law that compels change," Mirkarimi remarked.

Mirkarimi's proposed ordinance would require city departments to prepare emission reduction action plans for their own operations and for the activities they regulate, while the Department of the Environment would be charged with coordinating the overall effort and monitoring the city's performance.

Market Octavia Plan Hearing Scheduled
On August 14th Supervisor Mirkarimi introduced the Market & Octavia Plan to the full Board of Supervisors. The legislation, to be heard on October 1st in the Land Use Committee, hopes to bring a comprehensive vision for the area and a guiding policy framework. In the proposal there is the potential for 6,000 new housing units with more than 1,400 new affordable units. Housing opportunities are focused in the vicinity of the Van Ness and Market intersection and strategically at various points on Market Street. The proposal brings with it a plan to repair a neighborhood once split by the Central Freeway with housing on reclaimed freeway parcels, half of which would be deeply affordable to households with incomes less than 50% of the median.

The proposal also allows more flexibility to build a diversity of building types. There are also new design controls and street and open space improvements. Also included is a capital improvement program to repair old and build new neighborhood infrastructure. The plan addresses both interim and long-term needs of the area with strong conservation and historic preservation policies and programs. The planning process has been he culmination of over 7 years of community planning, including more than 20 public workshops, numerous community meetings, and several adoption hearings.

55 Laguna Landmarking
On Tuesday, August 14th, Supervisor Mirkarimi sponsored legislation to landmark three buildings at the University of California Berkeley Extension Laguna Street Campus. The landmarking status will make it such that the UC Berkeley and AF Evans mixed-use project must go through the LPAB's Certificate of Appropriateness process so that they can change the structures and construct adjacent facilities. The three buildings landmarked by the Board of Supervisors were Richardson Hall, Woods Hall, and the Woods Hall Annex. This act leaves the landmarked buildings as eligible for listing in the National Register.

The 55 Laguna Street vote will not hinder Openhouse's LGBT senior housing project. Openhouse plans on creating this development for LGBT seniors next to Richardson Hall. Supervisor Mirkarimi, though happy with the compromise that could be reached with the vote, was still concerned with the actions of the organizations involved with the project. "The project sponsors need to take the city a little bit more seriously," explained Supervisor Mirkarimi. UC will need to comply with the California Environmental Quality Act in order to continue to receive support from the city. The next step is the rezoning of the land from public use to private residential use, allowing Openhouse and AF Evans to continue their project.

10th Avenue and Irving Gets a Stop Sign
New stop sign at 10th Ave & IrvingIn July, responding to requests made throughout the neighborhood, Supervisor Mirkarimi had the Department of Parking and Traffic install stop signs at the corner of 10th Avenue and Irving Street. Workforce Development Legislation Scheduled in Rules Committee
The Rules Committee of Board of Supervisors will hear Supervisor Mirkarimi's legislation to streamline the City's workforce development programs on October 11th in room 263 of City Hall. Supervisor Mirkarimi's ordinance will centralize the existing programs under the Office of Economic and Workforce Development, define workforce development policy for the City, and provide an overall strategic plan for all employment and job training activities in San Francisco. The legislation is cosponsored by Supervisors Peskin, Ammiano, and Maxwell.

San Francisco Police Effectiveness Review
As a consequence of legislation sponsored by Supervisor Mirkarimi, the San Francisco Police Department, in partnership with the Controller's Office, is contracting with Public Safety Strategies Group and the Police Executive Research Forum to conduct three planning studies:
  1. Foot Patrol Pilot Program Evaluation,
  2. District Station Boundaries Analysis
  3. Organizational Assessment.
Collectively, these planning studies are referred to as the Police Effectiveness Review.

Community input is an integral component of these studies and will inform the recommendations provided to the City. From September 10th through September 22nd, Public Safety Strategies Group (PSSG) will attend community meetings across the city to discuss police district station boundaries and foot patrols. In addition, public hearings will be held at the following times and locations:

Re-Entry Summit Schedule for September 19th
The San Francisco Safe Communities Reentry Council (SCRC) is a collaborative association created in 2005 by San Francisco Public Defender Jeff Adachi and Supervisor Ross Mirkarimi. SCRC members include representatives from the San Francisco Sheriff's Department, the San Francisco Public Defender, the California Parole Board, and San Francisco community and faith-based organizations. The goal of the SCRC is to implement policies and programs that reduce recidivism and facilitate successful reentry into society for probationers and parolees returning to San Francisco communities.

On September 19th, the SCRC will be hosting its second major summit about reentry issues in San Francisco.
This summit features practical and relevant information detailing how to improve the coordination and delivery of services for formerly incarcerated individuals. The purpose of the event is to educate key stakeholders and the general public about the challenges faced by those who are reentering society after a period of incarceration, to study the current state of affairs and statistical data concerning reentry and identify new solutions to providing better transitional services to those who need them.

Linden Street Sidewalk Sale
The 17th annual Linden Street Sidewalk Sale will be taking place on Sunday, September 16th on Linden Street between Gough Street and Buchanan Street and surrounding Hayes Green on Octavia Boulevard. The event will begin at 11am and continue till 6pm that evening. In addition to the always popular flea market, there will also be an art show for visitors to enjoy. There will also be a dog competition and live music. The sidewalk sale is completely free to attend and is being organized by the Hayes Valley–Western Addition Neighborhood Organization Community Partners United. There have also been a great number of things to purchase on this often overlooked but always entertaining event. As a special treat this year there will be a merchants fashion show with and hair and make-up courtesy of Zenzi's. Be sure to stop by check out all of the excitement.

Third Friday Art Reception, September 21st: Korean Women Artists in Action
KOREAN AMERICAN WOMEN ARTISTS AND WRITERS ASSOCIATION (KAWAWA: Min Paek, Executive director) in San Francisco is organizing an international art exhibition "Women Artists in Action" in San Francisco and in Seoul, Korea with ART CAMP ( Tae Ho Lee: 2006 Busan Biennale Sculpture Project Director/ Kyung Hi University Art Department Professor) from Korea. KAWAWA was founded in 1988 and since then organized various community advocacy oriented arts performances, art exhibitions, and events. In addition, located in the Western Addition since 1994, KAWAWA's Youth Program is well known for after school and summer programs for youths in the city.

The purpose of the exhibition is to show artworks of women who are actively engaged in documenting, articulating, and expressing critical issues in the society, through means of any form of art. The works of Korean and Korean American women artists Jia chang, Eun Sook Kwak, Ji Hae Kim, eDa (Okryun Yoon, Jiyeon Kim), SungKeum Ahn, Dai Sil Kim Gibson, Grace Yoo, Jung Hi Kang, Sojung Kwon, and non-Korean women artists, such as Taraneh Tamemi and Nancy Hom will join the exhibition. The content of artworks are in a range of civil rights, the peace movement, decolonization, women's liberation, diaspora, environmental issues, etc. The medium of artworks include video installations, animation, painting and drawings, and performances.

The exhibition venues and schedules are the following: September 18th-September 26th at SOMArts Cultural Center Bay Gallery, September 28th-October 9th at Miyajo Mall Japantown, Supervisor Ross Mirkarimi's Office from September 21st-October 12th. The artworks will be spread out in the above venues. The exhibition in Seoul will take place in March 2008. The exhibition reception will be at Supervisor Ross Mirkarimi's Office (San Francisco City Hall, Room 244) from 5:30-8pm on September 21st, 2007. The exhibition is supported by Arts Council Korea, KAWAWA, ARTCAMP, SOMArts, AAPI, and T & S Company, Inc, Korean American Community Center.

5th Annual Heart of the Cole Festival
On Sunday, September 23 stop by the 5th Annual Heart of the Cole Festival for a day of family fun. Sponsored by the Cole Valley Improvement Association: a neighborhood organization that supports and wants to promote the local art, culture, and cuisine in the community. Located on Cole Street between Carl and Grattan, the festival is a charming and well-attended event with reasonably priced booths to accommodate local and emerging artists. The festival also features local art and fine craft and a display of historic Cole Valley photographs. The festival also caters to families with children with many events setup just for the kids. Office and Community Volunteers Needed
Supervisor Mirkarimi is looking for volunteers from the community to participate with the office in a wide variety of ways, such as:
  • Data entry
  • Office volunteers
  • Neighborhood-specific issues
  • Neighborhood outreach

Volunteer Shifts: Monday to Friday. Shifts are 9:00 am to 1:00 pm and/or 1:00 pm to 5:00 pm.

District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
