In this exhibit we have two art forms, paintings and illustrations. Using cartoons and humor to examine the political environment in a world where we sometimes
feel we have no control. The featured painter is a local artist, David Faulk. David is an artist from Visual Aid; a San Francisco based non-profit organization dedicated to servicing artists with life threatening diseases. The 35
cartoonist are from around the world, representing 25 countries. Their illustrations use graphic satire to expose and ridicule the worlds most powerful and its leaders. Some of these pieces were in a show at the Cartoon Art Museum titled,
Why Do They Hate Us?

SF Bay Oil Spill Hearing Puts Spotlight on Inadequate City and Federal Response
On Monday December 3, the Public Safety Committee chaired by Supervisor Mirkarimi held a hearing to examine the failures that followed
the November 7 spill. While the Coast Guard is taking heat for its initial underestimate of the spill and its prolonged failure to obtain the facts, Mirkarimi said that the City and federal emergency preparedness systems were clearly
inadequate.

Examiner and Chronicle Laud Supervisor Mirkarimi's Workforce Legislation
On November 20 the Board of Supervisors unanimously approved legislation by Supervisor Mirkarimi to streamline and unify the job development efforts by 11 different City departments which currently cost $30 million. The current
expenditures related to finding, training, and placing workers are uncoordinated from department to department, and it is hoped that the new law will substantially improve the efficiency of these efforts. The Mayor's Office of Economic and
Workforce Development will be in charge of steering funding and measuring outcomes. With crime and homelessness and other social problems closely linked to a lack of opportunities and employment, it is hoped that this new initiative will
help improve the City for all San Franciscans. The Chronicle editorial on this issue can be

Update on UC Berkeley Extension at 55 Laguna
Joined by member of the LGBTQ, neighborhood, and affordable housing activist communities, Supervisor Mirkarimi held a press conference on Thursday, December 6,
calling for greater affordability and other public benefits to be included in the University of California's redevelopment of their property at 55 Laguna.
Previously the site of the UC Berkeley Extension campus which was relocated in December 2003 and left in disuse since, the almost six acres of property bounded by Laguna, Herman, Buchanan and Haight Streets is now slated to be transformed
into a mixed-use residential complex of 440 rental units, of which 15% are to be affordable.
The LGBTQ, neighborhood and affordable housing communities are working with Supervisor Mirkarimi to seek reasonable public benefits from UC and its private developer-- namely more affordable housing and smart, transportation-friendly
infill development. Supervisor Mirkarimi was supported by representatives of Aids Housing Alliance/ SF (AHA/SF), Housing Rights Committee, San Francisco Tenant's Union, the Harvey Milk LGBT Democratic Club, Council of Community Housing
Organizations, the Hayes Valley Neighborhood Association, Senior Action Network, Sierra Club, Livable City, Castro Coalition, Castro Area Planing + Action and other LGBTQ, affordable housing and environmental activists in renewing the call
for greater affordability of the 440 rental housing units.
According to AHA/SF founder and Harvey Milk LGBT Democratic Club President Brian Basinger, "there are funds available to help us reach these affordability goals and we as a coalition are ready to assist both UC and its private developer to
leverage these funds to build more affordable housing. This housing is essential for the AHA/SF clients and other LGBTQ seniors and disabled who have been displaced by the City's cost of living."
Board Unanimously Restores Psych Bed Funding
The 14 acute-care psychiatric beds at General Hospital which were cut from the City's budget have been restored by a unanimous vote of the Board of Supervisors. Supervisor Mirkarimi led a broad coalition which included both mental health
advocates and labor which succeeded in retaining this essential city service.
However, this success is only temporary as the City faces a projected shortfall in next year's budget and the Psych beds are likely to be on the Mayor's chopping block again. Supervisor Mirkarimi is proactively addressing this issue by
initiating legislation that will create a task force to examine the best practices of mental health services funding and delivery. By bringing together parties on all sides of the debate, Supervisor Mirkarimi anticipates that consensus on
this issue can be reached and the City can avoid being faced with draconian measures which will affect the City's most vulnerable citizens.
Supervisor Mirkarimi's Skate Park Legislation Advances to the Full Board
As reported in last month's newsletter, the Recreation and Parks Department suggested that the closed-off portion of Waller Street near Kezar Stadium is a better spot for a skate park rather than the Horseshoe Pits location that was
originally under consideration. With that location change approved in Committee, the measure was referred to the Planning Department to update its environmental review. Planning, in an amazing one-day turn-around, completed the update and
the measure was heard back in the Board's City Operations and Neighborhood Services Committee on November 29th where it again enjoyed unanimous support. The measure will be heard at the next Board of Supervisor's meeting on December 11
where Supervisor Mirkarimi expects it to roll smoothly through to the Mayor's office.
Yoshi's San Francisco Grand Opening

On November 28th the Fillmore district welcomed Yoshi's San Francisco -- bringing the esteemed jazz venue into a neighborhood that once thrived with a Harlem-style musical renaissance. In the 1940s and 50s -- before the Fillmore's
controversial redevelopment, and after the tragic Japanese internment that displaced many of the area's Japanese American residents -- the neighborhood housed dozens of nightclubs, hosting acts like Billie Holiday, Duke Ellington, and
Lionel Hampton. The new Yoshi's, under the artistic direction of Peter Williams, brings these strains of jazz back to their San Francisco roots. The upcoming calendar features the same caliber of artist and sound that has characterized
Yoshi's renowned Oakland location.
Yoshi's is part of the Fillmore Heritage Center, a mixed development featuring housing, a planned Jazz museum, and "1300 on Fillmore," an American soul food restaurant, which has opened to rave reviews. In further Fillmore/Japantown
developments, the newly redone and renamed Kabuki Sundance Theaters will be opening this month.

San Francisco's Plastic Bag Ban is Now in Effect!
On December 1, six months after being signed into law, the plastic bag ordinance went into effect. The ordinance, which was introduced and championed by
Supervisor Ross Mirkarimi, bans all large supermarkets in San Francisco from using traditional plastic carryout bags (and will be expanded in six months to apply to large pharmacies). These stores must provide either paper or compostable
bags, as well as offer re-useable bags for sale. The implementation of the ordinance marks a significant victory in the fight to reduce the amount of plastic entering the City's landfills, especially given that similar ordinances in
several other cities are facing lawsuits and other pressures aimed at delaying implementation of their plastic bag bans.
To celebrate this victory, Chico Bags (a manufacturer of re-useable bags) sponsored a "plastic bag party" at 111 Minna to benefit the Surfrider Foundation. Highlights of the party included a speech by Supervisor Mirkarimi noting the rapid
spread of the plastic bag ban idea to cities around the globe and emphasizing the potential of local progressive legislation, and an impressive fashion show featuring clothes made from plastic bags. For more pictures and information, see

Hayward RecConnet Moves to Margaret Hayward Playground
The Hayward Rec Connet programs formerly offered at Hamilton Rec Center will now be held at Margaret Hayward Playground. Hayward Rec Connect seeks to provide a safe environment where children and their families can come together to build a

Street Tree Planting in North of the Panhandle/Western Addition/USF Area
Boundaries: Stanyan to Lyon, Anza to Fell
This February Friends of the Urban Forest is subsidizing tree planting in the North of the Panhandle/ Western Addition and USF area. The cost of planting a tree, normally over $300 if done on your own, is now $150.00. The deadline to
submit forms is January 25. Participation in the FUF tree planting includes: FUF's help in selecting the right tree for you, the tree, city permit processing, checking for utilities and clearances, concrete removal, planting materials and
tools, experienced staff and planting volunteers to help plant your tree properly, a 2-month and an 18-month post-planting tree care visit, and a chance to meet your neighbors and enjoy a potluck lunch with them immediately following the
planting!
Trees help to reduce air and water pollution, reduce energy costs, increase your property value, beautify the neighborhood, block wind and absorb noise, and build community spirit!

Request for Proposals for Muni Substation
The San Francisco Redevelopment Agency is taking proposals for redevelopment of the historic Muni substation at 1198 Fillmore. This is the last available Redevelopment Agency site on the Fillmore, and it is hoped that the winning proposal
will become the southern anchor in the exciting Fillmore Jazz Preservation District. Proposals are due February 1, 2008. The RFP can be viewed in full here

Street Tech and Booker T. Washington Center Offer Information Technology Training
On January 15, 2008 the Street Tech-Booker T. program will begin low-cost classes designed to prepare men and women for careers in information technology. The courses include computer literacy, computer technician certification, life,

District 5 Hazardous Household Waste Disposal Sites
While the
Department of the Environment's website provides toxics disposal information for the entire city and further contact information, some D-5 drop off locations are as follows: Progress Hardware at 724 Irving at 8th Avenue, 731-2038 will
accept florescent light bulbs and household batteries; and Cole Hardware at 956 Cole Street at Parnassus, 753-2653 will accept these items as well as latex paint.
Divisadero Streetscape Workshop #2
In early 2006, Divisadero corridor residents and merchants participated in planning meetings to strategize about how to improve the commercial area of Divisadero Street from Haight to Geary Streets. The Department of Public Works secured
$3 million in Federal funding for greening and streetscaping. Our first Community Workshop was held on October 25, 2007.
Come help refine ideas for the improvement of the Divisadero Streetscape. Construction is scheduled to start in 2009. At this meeting, the Department of Public Works and the Municipal Transportation Agency will present the survey results
from our first community workshop held in October, and a block-by-block proposal for greening, streetscaping, and potential traffic and transit changes.

Inner Sunset Updates:
The Department of Public Works Community Corridor Program has included Irving Street its 100 additional blocks for 2007-2008. By now you should see your DPW Ambassador on for Irving Street, Derek Hall. Derek works Thursday - Monday from
12:00 p.m.-9:00 p.m. (11:00 a.m. to 8:00 p.m. during Daylight Savings Time). Derek sweeps the streets, checks for graffiti, and generally helps to keep tabs on things that need to be fixed. When see your Ambassador, please be sure to
stop by and introduce yourself.
Improvements You'll see:
Clean Sidewalks- A Neighborhood Ambassador who will sweep sidewalks and abate or report problems during peak hours, Thursday through Monday, noon to 9:00 p.m.
Graffiti-Free Neighborhood- Improved graffiti abatement through a private contractor and increased city maintenance.
Increased City Services- Through increased coordination (curb painting, tree basin maintenance, sidewalk repair, etc.)
Better Communication- Residents, businesses and city agencies will work in coordination to make improvements.
DPW will attend the February Merchants meeting to provide more detail and get an assessment of the program. If you are interested in attending the meeting please call 415-641-2643.
On Thursday, November 29, 2007 Supervisor Mirkarimi, Captain Chignell of Taravel Station and Craig Dawson, president of the Inner Sunset Merchants Association walked Irving Street to meet and greet merchants and to assess the impact of the
increased homeless individuals moved out of the park.
Supervisor Mirkarimi will be meeting with Inner Sunset residents and merchants in late January 2008.

District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood
groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
