MonthlyArt Show: Photographer, David Johnson

A living legend that photographed important moments in African-American life and history throughout the 20th century, David Johnson has documented African-American culture of the 1940's and 1950's, the civil rights movement of the 1960's and a people's continuous poverty and struggle for equality. He also photographed important African-American political and cultural figures such as Justice Thurgood Marshall, A. Philip Randolph, Jackie Robinson, the poet Langston Hughes, and entertainment icons including Nat "King" Cole, Eartha Kitt, blues singer Ruth Brown, and jazz guitarist "T Bone" Walker.

David Johnson became Ansel Adams' first African-American student in the California School of Fine Arts. Adams counseled him to "photograph what you know best". Johnson's role in preserving the Fillmore District's history is acknowledged in a KQED documentary and an inscription etched into the Gene Suttle Plaza sidewalk alongside other African-American figures. Johnson is the only living photographer represented in the book Harlem of the West: The San Francisco Fillmore Jazz Era.

After the art show, we will be moving our lively party to the restaurant, 1300 on Fillmore (at Eddy). Mr. Johnson will be signing his mural of the Fillmore Distict, pre-redevelopment. Please come celebrate with the D5 family.

Supervisor Mirkarimi Announces Affordable Housing Agreement for 55 Laguna
Supervisor Ross Mirkarimi and representatives of the LGBTQ and Affordable Housing advocacy communities along with Senator Migden and Assemblymember Mark Leno to announced an agreement with University of California on January 17th regarding the proposed development at 55 Laguna.

The breakthrough agreement with UC will make at least 35% of the planned units affordable-- up from only 16% as previously proposed. Working with Senator Migden, Assemblymember Leno and the Mayor's Office of Housing, Supervisor Mirkarimi with the help of neighborhood and affordable housing activists was able to bring substantial pressure on the University of California to increase the affordability of housing as well as increasing other public benefits as the old UC Extension is transformed into a mixed-use housing complex.

In a month's worth of intense negotiation, we were able to double the affordable units on this site. Financially vulnerable LGBTQ seniors will now have access to affordable rental housing along upper market in the portion of the project being developed by Open House.

There is still work remaining to be done and in the coming weeks we will partner with Mayor's Office of Housing to increase the depth of the affordability so that the project reaches our most vulnerable populations.

Many thanks to all who worked so hard to achieve this remarkable result. The University of California often runs roughshod over its host communities but our strong grassroots showing in San Francisco was able to convince UC that helping to meet the affordable housing needs of San Francisco was in their best interest.

Supervisor Mirkarimi Facilitates Hearing Regarding Closure of St. Luke's Hospital
On January 24 the City Operations and Neighborhood Services Committee conducted a hearing into the redlining practices of California Pacific Medical Center's (CPMC) plan to close St. Luke's Hospital.

St. Luke's serves neighborhoods in southeastern San Francisco which were designated by the federal government as Medically Underserved Areas in 1982. Many thanks to all the community members who turned out to speak against the closure of the Hospital. Their compelling testimony as to the needs of the neighborhood and the necessity of Keeping St.Luke's open was critical.

Apparently, CPMC (St. Luke's parent company) heard the outrage of the community and has agreed to participate in discussions on keeping St. Luke's open. However, we need to keep the pressure on and there is a candlelight vigil outside St. Luke's on Wednesday, February 13th from 5:00 to 7:00 p.m. Please attend if you can and support this community's efforts to preserve this vital facility.

Supervisor Mirkarimi's "Climate Change Action Plan and Goals" Legislation to be Heard on February 14th
On Valentine's Day, 2008, Climate Change and the City's response will take center stage at the City Operations and Neighborhood Services Committee (CONS) as the Committee considers Supervisor Mirkarimi's Legislation that will set concrete goals for the City to meet to reduce its impact on the environment and require each City department to prepare plans to meet the goals.

The City's 2004 report The Climate Action Plan For San Francisco (PDF file) included an accounting of greenhouse gas emissions associated with City activities. That report formed the basis for the current legislative framework for implementing the report's recommendations. For more information on the potential effects of climate change on the San Francisco bay, including maps of projected sea level rises, see this report by the San Francisco Bay Conservation and Development Commission.

The Mayor has signaled his support for the legislation and you are urged to let the committee members hear your opinion on the matter before the February 14th hearing in CONS.

Supervisor Mirkarimi Facilitates Financing for Affordable Housing Project at 850 Broderick
The Joint Venture of Tenderloin Neighborhood Development Corporation and the Community Housing Partnership coordinated by the Mayor's Office of Housing will apply for $12,000,000 worth of financing through the California Debt Limit Allocation Committee authority. Funds generated from the issuance and sale of the bonds would be used to finance construction of the project. These financings are conduit financings, which do not require the City to pledge repayment of the bonds. Rather, the project revenues will repay the bonds at no cost to the taxpayers.

The proposed project would demolish the existing vacant two-story structure on the site and construct a 3.5 story building containing 46 affordable rental units for individuals, along with 1 manager's unit, as well as office, service and community space. The target population of this development is homeless seniors at or below 30% AMI.

Supervisor Mirkarimi is very glad to carry the legislation to get this project funded and assure its success.

FIX MASONIC!

Supervisor Mirkarimi is delighted to work with the SF Bike Coalition, Walk SF, numerous PTA's and community activists to pressure the MTA to formulate a plan to fix the dangerous traffic conditions on Masonic Avenue. Joined by Supervisor McGoldrick, Supervisor Mirkarimi is sponsoring a request to the MTA to formulate a plan and identify funding for traffic calming, pedestrian safety and light phase coordination on the Masonic corridor.

This action is a follow-up to Supervisor's successful resolution regarding the Fell/ Masonic intersection and the highly visible volunteer crossing guards program that drew attention to this dangerous intersection.

With the Passage of Prop A last November, the MTA gained the authority to directly make these kind of changes. Community involvement is key to pressuring the MTA to respond to dangerous traffic conditions in a timely manner. Japantown Plan Progress: Report and Focus Group Meetings
The future of Japan Center and Geary Boulevard are at stake. Improvements to land use and zoning, businesses, transportation, public space and the historic and cultural character throughout the neighborhood are under consideration. Feedback from community meetings and surveys is now available. Some of the most important priorities identified by the community are:
• Maintaining and enhancing a Japanese design style
• Maintaining the "feel" of the neighborhood

Your insight on what improvements should look like and where they should take place is needed. Attend a community meeting to get an update on the process and participate in a hands-on exercise to get your voice heard. The next meeting is February 12, 6-9 p.m at the JCCCNC, 1840 Sutter Street.

Black History Month: Celebrate Landmark Trees Planted by CA's "Mother of Civil Rights"
Join Supervisors Ross Mirkarimi and Sophie Maxwell and members of the Urban Forestry Council Urban Forestry Council on February 28, 2008 at 11:00 am, at 1661 Octavia Street, to celebrate the memory of Mary Ellen Pleasant, know as the mother of civil rights in California, as well as a physical legacy she left for future generations: the row of stately trees she planted on Octavia Street at Bush. The trees, now designated as landmark trees, are located at the site of her former residence 1661 Octavia at Bush Street.

Mary Ellen Pleasant was born into slavery in Georgia and later was an operative for the Underground Railroad, helping fugitive slaves escape into freedom. She arrived in San Francisco in 1852 where she operated several successful businesses and was able to secure jobs for local African Americans. This power and effectiveness caused local Blacks to nickname her "The Black City Hall." Her 1868 battle for the right to ride the San Francisco trolleys set precedent in the California Supreme Court.

The urban forest brings a bit of nature to the city's dense, urban ecosystem. Trees take pollutants out of the air and water, help save energy, can increase property value and spending in commercial areas, and can help reduce traffic speeds and crime. District Five Community Clean Team Event
Volunteer and join Supervisor Mirkarimi to clean, green and celebrate Arbor Day! The Community Clean Team is a citywide volunteer program that partners city agencies with residents, merchants and students to clean and beautify San Francisco neighborhoods. Volunteers sweep up litter, plant and tend to neighborhood trees, paint out graffiti and help take care of our schools and parks.

Friday, February 29: Deadline for Asian Heritage Street Celebration Poster Design Competition
The Asian Week Foundation and Kearny Street Workshop are hosting a poster design competition for the 4th Annual Asian Heritage Street Celebration (AHSC). They are looking for innovative artists to create an image that can represent the country's largest outdoor gathering of Asian Pacific Americans. The prize-winning design will be used as a part of the AHSC Community Outreach campaign, and the winning entry will earn a $500 grand prize.

The San Francisco Redevelopment Agency is taking proposals for redevelopment of the historic Muni substation at 1198 Fillmore. This is the last available Redevelopment Agency site on the Fillmore, and it is hoped that the winning proposal will become the southern anchor in the exciting Fillmore Jazz Preservation District. Friends of Duboce Park Volunteer Days March 8, 10:00 am -12:00pm
Location: Meet near the basketball courts, behind the Harvey Milk Building
The community is invited to help beautify the park. Tools and gloves are provided. Look for the gardener's truck or gardener's Cushman. You're invited to come for as long or little as you would like. District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
