Also, Supervisor Mirkarimi is pleased with the incremental progress with two reports commissioned by the City Controller and compiled by the Public Safety Strategies Group on: Compliance with Foot Patrols; and Realignment of District
Station Boundaries. In April and May, the Board of Supervisors Public Safety Committee and the Police Commission held joint committee hearings on both reports. The third hearing on Police Effectiveness Review is scheduled for Fall.
Supervisor Mirkarimi Assembles Inter-agency Task Force to Prepare for the Redevelopment Agency's Exit from Western Additiion (Fillmore) and Japantown (A2 Area)
The Redevelopment's reign of 45 years is coming to an official end on January 1, 2009. Supervisor Mirkarimi has assembled an interagency task force to
prepare legislation that examines, anticipates, and obligates a smooth and thorough transition plan from Redevelopment's jurisdisction back to the City and County of San Francisco. Hearings concerning the draft Transition Plan are
expected to begin in August.
Residents, former residents, and activists are hopeful that the process of the Western Addition leaving the jurisdiction of the Redevelopment agency and the post-redevelopment future will be a chance for healing and for residents to thrive
in one of the City's historical centers of diversity. The process will be complicated, with the Redevelopment Agency turning over authority and jurisdiction to the myriad City agencies that oversee development and infrastructure. Many
unresolved issues remain, including the promotion of the use of Certificates of Preference that entitled displaced residents to preference in redeveloped areas. Recent legislation introduced by Supervisor Mirkarimi expanded this program to
include all low/moderate income housing in the City.
On Thursday July 10, the Redevelopment Agency will be holding a special meeting focusing on the Western Addition transition and planning efforts.

New Solar Incentive Laws Prevail
Supervisor Mirkarimi's legislation establishing incentives geared for low-income residents and non-profit housing to install solar panels was approved by the Board of Supervisor on Tuesday. The ordinance compliments legislation sponsored
by Supervisor Dufty that will create a $3 million fund to provide rebates for residents and businesses that install solar power systems.
Eligibility for additional incentives under Supervisor Mirkarimi's plan are available to CARE and CalHomes participants as well as San Francisco residents taking advantage of the California Solar Initiative (CSI) low income program. The
San Francisco PUC will be the solar incentive program administrator once the program is up and running.

Finance Committee Ready to Tackle Tough Budget
The City budget is allocated based on the fiscal year, which runs from July through June. San Francisco's budget this year is $6.5 billion with a projected deficit of $338 million. The City's budget and the spending it controls represent
the policy, preferences and priorities of the City for the expenditure of public monies. Facing a record deficit this year adds an additional challenge to assure that the City of St. Francis continues to provide the essential safety net to
our most vulnerable citizens while assuring that other city services are delivered. Supervisor Mirkarimi is serving on the Budget Committee for the third consecutive year in a row.
Adding to this challenge is the fact that only about 20% of the City's total budget is discretionary spending. Stated differently, our deficit represents more than a 30% shortfall in General Fund spending. Supervisor Mirkarimi is taking a
proactive role as a member of the Budget and Finance Committee to carefully examine the City's budget to wring out every efficiency possible, reduce unnecessary spending, and at a minimum maintain funding for the safety net.
Many thanks to all who have contacted the office to advocate for reversal of the proposed cuts to social services, mental health, drug treatment programs, HIV and AIDS Care, children's and senior's programs, housing assistance, and
homelessness prevention programs. Supervisor Mirkarimi is engaged in round-the-clock committee meetings as well as meetings with departments and nonprofits who are experiencing severe cut.

Apple Moth Aerial Spraying Still On Hold - For Now
Supervisor Ross Mirkarimi continues to fight the aerial spraying of chemical pesticides to eradicate the light brown apple moth. He sponsored legislation that was
unanimously passed by the Board of Supervisors in April. The resolution calls on the City Attorney to prepare litigation against the state should the state insist on aerial spraying. Last week the State Senate took action to further delay
the potentially hazardous spraying and possibly prevent repeated spraying over the next several years without an environmental impact report (EIR). A bill sponsored by Assemblyman Mark Leno requires the state to complete an EIR before any
spraying takes place. It narrowly passed in the Senate 41-32 and wouldn't take effect until January 2009.
Governor Schwarzenegger agreed to suspend aerial spraying across the state until August 17, which is still only a delay in the spraying, and four months before this bill would go into effect. A resolution sponsored by Supervisor Mirkarimi
opposing the spraying in San Francisco unanimously passed in April. To continue the fight to stop the aerial spraying learn more about the spraying, spread the word, and write to the Governor.

Community Challenge Grants Now Available D5 APPLY ASAP!
The Community Challenge Grant Program (CCG) provides matching grants to local residents, businesses, non-profits, and other community groups to
make physical improvements to their neighborhoods. The CCG focuses on projects that directly engage residents and businesses in working together to create green spaces, gathering places, public art, and other neighborhood amenities. The
program provides an important tool for enabling communities to take the lead in conducting small-scale improvements in their own communities.
Grants are available in amounts for $10,000 to $25,000 with a community match requirement of 25% to 50% depending on the size of the grant and other factors. This is a great opportunity for civic organizations and local non-profits to
help beautify our neighborhoods by directly engaging residents in the process. The deadline for application is Wednesday July 9 at 4 p.m.

Lower Haight Gets Greener
If you walk through the Lower Haight (LH) this week, you may notice something different: Twenty new trees with tree art guards were planted and installed on the 300, 400, and 500 blocks of Haight Street. The new 20 trees and guards were
funded in part by a Community Challenge Grant. The residents and merchants of the Lower Haight worked to come up with the concept, write the grant, and raise money for the project. Also, the youth of Hayes Valley South Development and John
Muir Elementary School, conduct art workshop. The children's artwork was fabricated into the design for the metal tree art guards. To raise matching funds for the grant the neighborhood bars organized a LH Bar Crawl. Over 90 neighbors
participated, and they crawled through 6 bars, chatted with familiar neighbors, and met new ones. In the end they raised over $1,500 and helped with this community beautification project.
Supervisor Mirkarimi Helps Get Stop Signs for MLK Drive at 7th Avenue in Golden Gate Park
Thanks to the diligent efforts of folks who use Golden Gate Park for running and recreation, a major pedestrian hazard has been remediated with the placement of two stop signs. The intersection of Martin Luther King Jr. Drive and 7th
Avenue is a busy one. It is near many of the park's best features and the inner sunset shopping district. Until new stop signs were placed on MLK Drive for both eastbound and westbound traffic, many drivers were using that stretch of the
road as if it was a freeway. A crosswalk, which was supposed to allow pedestrians to cross MLK at 7th, was being utterly ignored by many drivers. One park user who runs by the intersection regularly had several near-death experiences after
cars ignored the crosswalk. Now, thanks to the efforts of that resident, Supervisor Mirkarimi, and many other community members, the Recreation and Park Department has installed the new signs. Thanks to all for helping to make the Park a
safer place for walkers and runners!
Third Friday Art Party Goes "Off the Hook"!

This month's art opening features an exciting journey to the intersection of art, design, and skateboarding culture. The exhibit by the San Francisco Skate Club features artists/skateboarders ages 8-13 who painted unique urban art on used
skateboard decks. We are especially excited about this exhibit in light of ongoing implementation efforts for Supervisor Mirkarimi's legislation calling for a skatepark in Golden Gate Park. The multi-media artists will also present a video
addressing their viewpoints on skateboarding. See the club's website at

Accessibility Information: City Hall is accessible to persons using wheelchairs and other disabilities. The Van Ness Avenue Entrance is closed at 5pm each day. The entrances to City Hall that are open after 5:00 pm are the Grove Street and
the Polk Street / Carlton B. Goodlett Entrances. The Polk Street / Carlton B. Goodlett entrance is accessible via a ramp and a wheelchair lift. All of the other City Hall entrances are accessible via ramp.

Victory Gardens 2008

D5 School Enrollment and Support
Rosa Parks Elementary, the Japanese Bilingual Bicultural Program (JBBP) is open for enrollment. The JBBP is a unique, 35-year old Japanese language and cultural program with strong community support. Students receive one hour of formal
Japanese each day by Native-Japanese-speaking "Sensei" who also work closely with credential teachers in each classroom. They also have Science Night a partnership with UCSF. 1501 O'Farrell Street.
John Muir Elementary
Students benefit from dedicated and experienced principal and teachers, strong community support, variety of programs, gardening program, a structured after-school program: the Beacon Center and a new playground in the Fall 2008. The

Volunteer Shifts: Monday to Friday. Four hour shifts are flexible between 9:00 am and 5:00 pm.
District 5 Community Clean-Up Coordinator Wanted
Are you passionate about cleaning up District 5? Help our office organize neighborhood clean-ups. Coordinate efforts between Supervisor Mirkarimi's Office, Department of Public Works, Recreation and Parks Department, and neighborhood
groups.
Duties: Schedule dates, location, work scope and volunteers.
Hours: Minimum 15 hours per month of coordinating time in the office, and 3 to 5 hours for each Saturday a clean up day is scheduled.
