"Cap and Trade?"

Is That the Best Framing Environmentalists Can Come Up With?

"Cap and Trade" Dropped From Senate Energy Bill

How Much Does it Cost to Hire Conservative Word Guru Frank Luntz?

In late July, Democratic leadership in the Senate deferred the "cap and trade" provisions of its energy bill. (Perhaps quotation marks should also be placed around "deferred" as it's not clear if this proposal will be considered again.)

"Cap and trade" is environmental language that would finally enable a price to be established for carbon. Progressives and environmentalists need to examine this setback, which is teetering on becoming a failure, even though these provisions had already been weakened significantly. (The program was already limited to the utility industry in the Kerry-Lieberman bill before the Senate.)

"Cap and trade." The Democrats selected this wording, which the Republicans have reframed into "cap and tax." Guess what: the former trumps the latter.

Do You Put Your Money Where Your Mouth Is?
Lincoln hybrid costs the same as a gas-only car

by Peter Valdes-Dapena, CNNMoney.com

When the Lincoln MKZ Hybrid sedan goes on sale in the fall, the price will probably surprise a lot of people. The sticker price will be $35,180 -- exactly the same as the non-hybrid version of the car.

Hybrid cars generally cost considerably more than non-hybrid versions of the same car. In many cases the extra cost of the car can cancel out what the owner saves on gas.

Senate panel approves $3.6B for electric vehicles

by David Shepardson, The Detroit News

The Senate Energy Committee has approved a $3.6 billion bill to boost electric vehicles.

The bill approved is a scaled-back version of an $11 billion bill first proposed in May.

But its fate is still in doubt as Senate Democrats are debating whether to include new electric vehicle funding as part of an energy bill they hope to approve before Congress goes home next month.

2011 Chevrolet Volt to be priced at $41,000, $350/month lease for 36 months

by Sam Abuelsamid, AutoBlogGreen.com

General Motors' recently hired vice-president for sales and marketing Joel Ewanick took the stage at the Plug-In 2010 conference in San Jose, CA and finally revealed that the 2011 Chevrolet Volt will have a base price of $41,000 (including the $720 destination charge) before federal and state tax incentives. While GM hasn't gone as aggressive as most people had hoped on the sticker price, the real deal appears to be the $350 per month for a 36-month lease. That matches the monthly payment that Nissan is charging for the Leaf electric car.

To be fair, Volt buyers will be getting a lot of brand new technology for their money, but this isn't a price tag that is going to shock most industry insiders the way, say, a $39,000 MSRP would have. That job was handled admirably by the Volt's only major OEM plug-in competitor, the Leaf, which blasted into the price lead this spring with an after-rebate price of $25,280.
