Institute rolls out principles and core functions for child health information systems
The Institute has completed development of
A Framework for Integrated Child Health Information Systems. The Framework, comprising principles, core functions, and performance measures, reflects the collaboration and input of parents, health care providers, and
state public health agencies. The Framework's companion
Self-Assessment Checklist allows public health teams to assess progress in developing their integrated child health information systems. The project was supported by the Genetic Services Branch of the Health Resources and
Services Administration's Maternal and Child Health Bureau (HRSA/MCHB).
A collaboration to define local public health business processes
This project, launched in September, is a collaboration of the Public Health Informatics Institute (Connections' parent organization), the National Association of County and City Health Officials (NACCHO) and its
Information Technology Committee, and workgroup participants from 11 local public health agencies (LPHAs). Participants will collaboratively define the business processes of LPHAs as a first step toward defining information system
requirements that meet a majority of individual LPHA needs.

Forging a state public health-education partnership
How the Michigan Department of Community Health Immunization Division is teaming up with the state Department of Education to take its registry to the next level
Faced with the burden of gathering and confirming the immunization records of all new entering students in grades K-12 every year, the Michigan DOE has
recognized the value of a single repository of immunization information. Starting this year, schools throughout the state began using the Michigan Childhood Immunization Registry (MCIR) to document their students' immunizations
and report their compliance rate. MCIR takes most of the paperwork out of reporting and is a timesaver for school office staff and nurses. DOE now hopes to access vision and hearing screening results within an expanding MCIR system.

Operations Manager, KIDSNET
Rhode Island Department of Health
We just launched our new KIDSNET Web site , and we're so excited! KIDSNET is Rhode Island's child health integrated system that houses data from several public health programs, and for the last two years, has provided online
access to pediatric providers and other users. The new public-facing site offers information for parents, providers, and other users, answers to frequently asked questions, our confidentiality policies, and program highlights. The KIDSNET
system is available to Head Start, the home visiting nurses agencies, WIC, Comprehensive Child Care Service Programs, school nurses, Lead Centers, and Early Intervention sites. KIDSNET provides the immunization schedule for each child in
the system.
KIDSNET has formalized a stakeholder group, formed by the leadership of programs that contribute data, along with representatives from the health department's information systems. KIDSNET's steering committee acts as a
forum for defining priorities and discussing high-level policies and budget concerns. Stronger ties are being formed with the Early Intervention Program at the Department of Human Services by establishing a workgroup to explore data
exchange and data needs.
KIDSNET data is in great demand. We now have a Data Release Policy and Data Request Form to process and respond to data requests from internal and external sources. For internal management, KIDSNET has also been
generating monthly Data at a Glance one-page reports that give the total number of records per program in the database, as well as the number of immunizations entered, and the volume of records on hold to be resolved manually. In January
2006, KIDSNET will produce the first edition of its data book, a source of reports that can be generated only by using KIDSNET data. This is another way we can show the tangible value of our integrated information systems.

Tomorrow's public health leaders must leverage the power of information systems
A new vision is emerging regarding the use of information in safeguarding the public's health. In this view, useful, usable health data is considered the equivalent of lifesaving medicine or
therapy -- that is, information that prevents harm and can save lives.
This article was adapted from a speech by Dr. David Ross, Executive Director of the Public Health Informatics Institute (Connections' parent organization), to The Robert Wood Johnson Foundation / National Library of Medicine
public health informatics fellows at the AMIA Annual Symposium in Washington, D.C., October 2005.
