Mobility 21 travels to Washington, D.C. for America 2050
Mobility 21 Executive Director Marnie O'Brien Primmer is in our nation's capital to attend the
America 2050 forum. Primmer will also meet with key administration and congressional staff regarding the next surface transportation authorization bill and pending climate change legislation as part of Mobility 21's ongoing advocacy on

Senate releases climate change legislation
Sen. Barbara Boxer and Sen. John Kerry recently unveiled their
new climate bill, which seeks steeper greenhouse gas emissions cuts than the House's Waxman-Markey bill. The bill is not in final form, and will have placeholder titles on controversial issues like carbon markets oversight and
international trade because other committees have jurisdiction. Overall, the bill will seek to cut U.S. carbon dioxide emissions by 20 percent from 2005 levels by 2020 and 83 percent by 2050. The House-passed bill has a 17 percent cut by
2020 but has the same midcentury target as the Senate plan. Mobility 21 applauds the Senators for ensuring that there are Clean Low-Emissions Affordable New Transportation Equity Act (CLEAN TEA) provisions and transportation policy
language was included. But whether transportation receives a sufficient number of allowances is an open question. The Senate is under intense lobbying pressure from utilities and the next few weeks will be pivotal in deciding how many
