The Carlsbad Desalination Plant, which after an 11-year process received its final permit and is ready to go to construction, is facing another hurdle to line up its financing. Part of the package includes a financing agreement between
the Metropolitan District of Southern California (MWD) and the San Diego County Water Authority (CWA) and its local retail agencies for a $250 per acre-foot subsidy for desalinated water, which MWD approved in 2005. The argument was
heard by MWD's Water Planning and Stewardship Committee yesterday. Unfortunately, the Committee voted against the funding package and instead recommended provisions that jeopardize the financial certainty of the project.
The Chamber believes it is essential that MWD approve the financing for this project. New restrictions on imported water coupled with prolonged drought conditions across the state have burdened our region with water rationing and
price increases. San Diego must invest in our water infrastructure and develop locally produced water sources, so that we are not solely reliant on imported supplies. The Carlsbad Seawater Desalination Project, would produce
approximately 10% of our region's water supply.
