Wanted: An Affordable House in the City

Last month, the San Diego Regional Chamber of Commerce's Board of Directors voted to support a 90-day housing action plan created by the Chamber's Housing Committee. The plan outlines 14 recommendations the region, including the City of
San Diego, should adopt in an effort to encourage the construction of additional housing.
Recognizing the urgency to take action, the City of San Diego's Land Use and Housing Committee voted to support the Chamber's Housing Plan on February 2 and asked the City Manager to create a report for the committee within 45 days.
The Chamber's Board of Directors made housing its top priority in 2005, due to the increasing challenges of recruiting and retaining qualified employees. The lack of affordable workforce housing has a severe impact on the business
community, and only about twelve percent of all San Diegans can afford to buy a median-priced home in the region.
The National Association of Home Builders' Housing Opportunity Index recently named San Diego as the second least affordable city in the United States.
The Chamber's 90-day plan includes specific recommendations that makes it more efficient and enticing for builders and developers to create low-cost housing units. Specific proposals include:
· Reduce/reform regulatory policies that delay processing of permits for residential projects yet expand successful programs that speed up the permits processing like San Diego's Affordable Housing Expedite Program (AHEP).
· Create a simple and easily understood "density bonus" ordinance that provides more meaningful incentives to developers to build more units.
· Create a financial needs report identifying funding sources for the development of an infrastructure bond to help fund critical infrastructure projects.
· Hold all housing department and agencies accountable by establishing quantifiable performance measures and require them to report annually to the City Council.
· Create a Housing "Czar" or Commissioner position in the Mayor's office and begin immediately identifying permanent funding sources for housing.

Buca di Beppo
Located on 6th Avenue in downtown San Diego, Buca di Beppo attracts pasta and pizza lovers. It is a popular destination for locals and tourists, with about 20 restaurants in
California. The company started in a basement in Minneapolis, and that is where the name comes from. Buca di Beppo means Beppo's basement in Italian.
Buca di Beppo specializes in Southern Italian food, served in family sized portions. The company calls its food "immigrant Southern Italian cooking" like the kind that used to be served in poor families. That is where the large servings
come from. Portions are made for six to eight people.
Buca di Beppo first became famous for its Neapolitan pizzas, which are as as big as bathmats, whole chicken cacciatore, and pastas and salads spilling over from family platters. Recently, Buca di Beppo added smaller portions, which serve
two to three people.
The atmosphere is very Italian, and you will feel like you have been transported to Italy for a meal. If you are planning on having starters, try the delicious garlic bread (S4.95/small, $6.95/large) or fried calamari ($6.95/small,
$9.95/large).
If you are in the mood for something vegetarian, the Margherita Pizza is a delicious option ($9.45/small), $14.95/large). Pizza Spinachi is another option well worth trying ($11.45/small, $17.95/large). On the other hand, if you want
something lighter try the mixed green salad ($7.95/small, $13.95/large) or Caesar Salad ($8.95/small, $14.95/large).
For thoose who prefer meat, spaghetti with meatballs ($14.95) is a great option, as is the pepperoni pizza ($11.45/small, $17.95/large).
If you are in the mood of a typical Italian meal, try one of the baked pasta specialties. The Stuffed Shells with spicy sausage is a delicious choice ($13.95/small, $23.95/large).
Buca di Beppo is a place where you can enjoy authentic Italian cuisine in a relaxed and cozy atmosphere.
