Well, just when you thought you had almost reached the end of the book, the final chapter, an additional 90 pages has been added.

Mayor Murphy has announced his intention to resign as Mayor of the City of San Diego effective July 15.

San Diego, once thought of as one of the best run city's in the country, now has a profile that includes: a $1.4 billion city pension deficit, a $50 million budget deficit, a suspended credit rating and an increasing health care deficit as it relates to the pension fund.

And now the Mayor has announced his intention to give the city a chance to move forward under new leadership.

First, to Mayor Murphy we offer our thanks for your attempts to make the City of San Diego a better place.

We may not have agreed on everything but we appreciated your efforts on several issues. You have had a solid career as a public servant and we wish you the best of luck with whatever opportunities you opt to pursue next.

Second, for those of you who think that because Mayor Murphy is leaving, the aforementioned problems are leaving with him, you are mistaken.

We are a still a city in crisis. We are still a city that is making national news for all of the wrong reasons.

We are still a city that desperately needs strong, consistent leadership to help us weather this current storm.

The arguments about how the City Council should proceed, as it relates to finding a new leader to occupy the Mayor's office, have already begun.

To appoint or to elect is the question being asked.

Some have argued that the best approach is to appoint someone who is non-political and solely focused on ensuring that the audits are issued, the budget is structurally sound, and that ultimately the city is fiscally stable by this time next year.

Others have argued that the residents of the city deserve the opportunity to vote and send someone to serve as Mayor with a clear mandate.

The proponents of holding an election have argued that it would be unfair to prevent the public from voicing their collective opinion via an immediate election.

In the end, everyone wants the same result: an end to the crisis at City Hall. It is imperative to end this chapter in a positive fashion.

The residents of the city deserve to have their libraries open and their parks maintained. They deserve the opportunity to watch their children swim for free at community pools and drive on roads without potholes.

But the operation of this city and the quality of life that we all cherish will continue to be in jeopardy.

There won't be change until someone takes control, acknowledges all of the problems and takes steps to not only address the problems, but also to ensure that we never have to experience this uncomfortable and embarrassing situation again.

Keep your fingers crossed San Diego. Maybe hope is all we have left at this point.
