Chamber Board Issues Formal Support Positions on Gaylord Entertainment Project, SDSU Master Plan




SAN DIEGO – The San Diego Regional Chamber of Commerce Board of Directors recently took a formal position in support of the efforts being made by the City of Chula Vista to partner with Gaylord Entertainment in building a $900 million hospitality center on Port District-owned property on the city's promising bayfront, as well as in support of San Diego State University's master planned expansion.

The vote followed a presentation by Chula Vista mayor Cheryl Cox to the board's monthly meeting on August 23. Cox addressed the logistics, economic potential and financing model for the Gaylord project, details of the development agreement, the city's frustration with opposition to the project from organized labor, and the prospects of moving forward with the development. She also discussed other issues facing Chula Vista, the county's second largest city.

The Chamber of Commerce's official position on the project reads:
"The Chamber supports the Gaylord project, including the public funding model as proposed.

The Chamber encourages all government agencies with jurisdiction to take all steps necessary to ensure that this critical project, and the thousands of jobs and benefits to our regional economy it will produce, moves forward.

The Chamber believes strongly in the Free Enterprise system, and that entrepreneurs should be able to choose the products they offer, the design and use of their projects, and whom they hire to perform work on their behalf."

"The Chamber recognizes the economic viability and promise that the Gaylord project brings to our region," said Chamber Board Chair Robert B. Horsman. "Our position reflects our support for Mayor Cox' leadership and frustration with outside influences who don't see the value of nearly 9,000 jobs and a substantial influx of incremental income to the city and community."

The Chamber has been a vocal supporter of the project in recent months. The Gaylord proposal would result in a 1,500-room hotel and convention center on the fallow bayfront at the city's western end, between San Diego Bay and Interstate 5. It could also include a 500-room hotel, up to seven restaurants, and master-planned mixed-use development and businesses to support the hospitality center. The financial model includes $178 million in infrastructure improvements, jointly provided by the City of Chula Vista, the Port of San Diego, and the city's redevelopment agency, for improvements that are mostly off the site, and for $130 million in public infrastructure paid for by Gaylord, and reimbursed from tax increment over a twenty year period.

The Board of Directors also supported the master plan expansion of San Diego State University, and committed to legislative advocating for its' funding. The Chamber also committed to working with SDSU's leadership to advocate for state funding to address traffic impacts associated with the expansion of the university.

The Board also rejected a proposed state law (AB 8) that would impose new and expensive burdens on business in San Diego. The Chamber will continue to work with Governor Arnold Schwarzenegger, state legislators and others to seek healthcare reform that makes sense for the businesses and employees of the state.

The Chamber has issued a formal letter of support of the Governor's efforts to enact comprehensive healthcare reform.


Chamber Joins Governor at Press Conference on Healthcare Reform




The San Diego Regional Chamber of Commerce is a strong supporter of Governor Arnold Schwarzenegger's efforts to enact comprehensive healthcare reform for all Californians. After several months of discussion by the Chamber's Public Policy committees and a special Healthcare Reform Task Force, the Chamber's Board of Directors has adopted a formal statement of principles on elements the organization believes should be included in an effective reform plan.

The Governor's plan for comprehensive healthcare reform is closely aligned with the Chamber's formally established statement of principles. The Chamber is committed to ensuring that those stated principles are a part of a healthcare reform plan that is effective and fair to employers and employees throughout the state.

The Chamber recently sent a letter to the Governor that urges him to veto AB 8, the state legislation authored by Assembly Speaker Fabian Nunez and State Senate President Don Perata. Much of the Chamber's opposition is based on the 7.5% new tax burden on businesses that AB 8 would establish, and the organization's position that the financial burden of any healthcare reform package should be equitably shared.
